Call to order and roll call
Council President Stone called the meeting to order at 1 p.m.

24915 1. An ordinance regarding ambulances, amending Bellingham Municipal Code Chapter
6.10 to establish penalties for misuse of the 911 dispatch system to obtain non-
emergent lift assistance
Summary:
Fire Chief Bill Hewett, and Steve Larsen, Community Paramedic Captain, presented the
ordinance, which amends Bellingham Municipal Code Chapter 6.10 to establish penalties
for misuse of the 911 dispatch system to obtain non-emergent lift assistance. Council
Members discussed the ordinance and asked questions.
Action:
Edwin H. "Skip" Williams moved to recommend approval of the ordinance.

Edwin H. "Skip" Williams moved to amend the ordinance:
“D. Assessment of Penalty. The Fire Chief, or designee, shall be authorized to issue a
$1,000 penalty charge for each incident determined to be non-emergency lift assist at
licensed care facilities.”

The City Council committee meetings are held in a hybrid format – watch or participate in person or

All meetings are held in Council Chambers on the second floor of City Hall, 210 Lottie Street,
Bellingham unless otherwise noted.
Accessibility:
Elevator access to the second floor is available at City Hall’s west entrance. Hearing assistance is
available, and a receiver may be checked out through the Council office prior to the evening session.

meeting.
