Call to Order

Committee Member Michael Lilliquist, Sixth Ward
Council Standing Committee Meeting
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

20602 1. Request for Water Service at 4703 Aldrich Road p. 3
Ted Carlson, Public Works Director, introduced the request for water service at
4703 Aldrich Road.
Council Member Bornemann moved to approve the request due to extenuating
circumstances.
MOTION CARRIED 3-0.
22006 2. Proposed Ordinance Establishing Regulations for the Deployment of p. 7
Small Cell Facilities in City Rights-of-Way

Ted Carlson, Public Works Director, explained how the proposed ordinance
works to establish the Small Cell Facilities in the city right-of-ways.
Council Member Bornemann moved to approve correction that was distributed
during Committee.
MOTION CARRIED 3-0.
Council Member Bornemann moved to recommend approval as amended.
MOTION CARRIED 3-0.
22040 3. Proposed Ordinance Amending the City's Right-of-Way Franchise p. 69
Regulations
Matt Stamps, Assistant City Attorney, introduced the ordinance.
Terry Bornemann moved to recommend approval of the ordinance as amended
to the full Council.
MOTION CARRIED 3-0.
