The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. An Ordinance Amending Bellingham Municipal Code Chapter 13.16 p. 3 Regarding the Attachment of Small Cell Telecommunications Facilities to City Owned Light Poles Public Works Director Ted Carlson presented the ordinance. Earlier this year, Council approved new regulations for small cell telecommunication facilities and adopted Bellingham Municipal Code (BMC) Chapter 13.16. Allowing attachment to City light poles is discretionary, and guidelines for administration to follow were presented in October. This amendedment puts some of the discretionary guidelines in the BMC. Bid Award for Lake Padden Lift Stations, Bid #75B-2018 p. 6 Public Works Director Ted Carlson presented the bid award, which is in cooperation with the Parks and Recreation Department for Lake Padden Lift Stations. The lowest responsive bidder was Faber Construction. Terry Bornemann moved to recommend approval of the bid award. MOTION CARRIED 3-0. 22139 3. Memorandum of Agreement Between the US Army Corps of p. 11 Engineers, the Washington State Historic Preservation Officer, the City of Bellingham, and the Nooksack Tribe in Regard to the Middle Fork Nooksack River Fish Passage Project Assistant Public Works Director Renee LaCroix presented the Memorandum of Agreement for Resolution of Adverse Effects to the Middle Fork Nooksack Diversion Dam. Michael Lilliquist moved to recommend approval of the contract. MOTION CARRIED 3-0. 22123 4. Ordinance Adopting a New Multimodal Transportation Impact Fee p. 22 (TIF) System Consistent with Bellingham Comprehensive Plan Public Works Director Ted Carlson presented the ordinance. The purpose and intent of this proposal is to update the Transportation Impact Fee-eligible project list and to implement the policy direction in the Bellingham Comprehensive Plan. Terry Bornemann moved to recommend approval of the ordinance. MOTION CARRIED 3-0. Adjournment Committee adjourned at 11:20 AM.
