An Ordinance of the City of Bellingham Granting Mobilitie, LLC a p. 3 Franchise to Operate and Maintain Small Cell Facilities in City Rights- of-Way for the Provision of Wireless Telecommunications Services Public Works Director Ted Carlson presented the ordinance. Terry Bornemann moved to recommend approval. MOTION CARRIED 3-0. 22177 2. Determination of Sale Method for Three City Properties Declared p. 11 Surplus to the City's Needs Public Works Director Ted Carlson presented staff's proposal for the determination of sale method for three City properties declared surplus. Terry Bornemann moved to ask staff to put out a request for letters of interest for the properties before moving forward with the sale of them. April Barker requested information regarding Parks in the Birchwood neighborhood at the next meeting. 22178 3. Further Discussion of Proposed City Surplus Property in the Roosevelt p. 19 Neighborhood Located at 2127 Valencia Public Works Director Ted Carlson presented the discussion. April Barker moved to direct the Mayor to work with staff to bring this property to a point of potential sale for surplus. MOTION CARRIED 3-0. April Barker amended her motion to declare the property as surplus for negotiated sale and have the funds go into the general fund. MOTION CARRIED 3-0. 22179 4. An Ordinance Amending Bellingham Municipal Code (BMC) 15.36.010 p. 24 Regarding the City's Policies for Providing Water and Sewer Service Outside the City Limits Public Works Director Ted Carlson presented the ordinance. April Barker moved to direct the Mayor to work with staff to bring back an updated ordinance that holds the second intent to specifically give water within reason along the water main if it's a public health and safety need. MOTION CARRIED 3-0. 22180 5. Whatcom County Water District #7 Request for Modification to the p. 29 Wholesale Water Supply Contract with the City of Bellingham Public Works Director Ted Carlson presented the request. District 7 Water Commissioner Mark Lann spoke about the request. Terry Bornemann moved to extend water service to the two lots requested for Water District 7 in the first part of the contract. MOTION CARRIED 3-0. 22181 6. Ordinance Amending BMC 12.12.280 Related to the Aquatic Invasive p. 40 Species Prevention Program Public Works Director Ted Carlson introduced the ordinance. Public Works Assistant Director Renee LaCroix presented the details of the ordinance. Post Point Resource Recovery Project Update p. 46 Public Works Director Ted Carlson introduced the Post Point Recovery Project Update. He was joined by Assistant Director of Public Works Eric Johnston and Borwn and Caldwell consultant Ted Gisbrecht. Information Only Adjournment Committee adjourned at 12:10 PM.
