Call to Order Roll Call Councilmember Hollie Huthman sat in for Councilmember Pinky Vargas in her absence. Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Council asked questions and had a discussion following the presentation. Lisa Anderson moved to recommend approval of the bid award. MOTION CARRIED 3-0. 22552 2. Mitigation Bank Properties Management Resolution p. 12 Interim Public Works Director Eric Johnston presented the resolution. Habitat and Restoration Manager Analiese Burns presented more information. Council asked questions and had a discussion following the presentation. Pinky Vargas moved to recommend approval of the resolution. MOTION CARRIED 3-0. 22554 4. Request to Amend Agreement for Utility Service Zone Extension p. 17 Interim Public Works Director Eric Johnston introduced the request. Deputy City Attorney Alan Marriner briefed the Council on this item. Council asked questions, requested more information, and had a discussion. Information only. 22555 5. Surface and Stormwater Comprehensive Plan Update p. 35 Interim Public Works Director Eric Johnston introduced the presentation. Surface and Stormwater Utility Manager Jason Porter and HDR Engineering Inc. Consultant Brian Ward presented the update. Council asked questions and had a discussion following the presentation.
