Call to Order Roll Call Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Resolution Authorizing Relinquishment of Public Utility Easements p. 3 Located within the Bakerview Heights Industrial Park Public Works Director Eric Johnston presented the resolution. Pinky Vargas moved to recommend approval of the resolution. MOTION CARRIED 3-0. 22701 2. Bid Award for the Samish-Maple-Ellis Multimodal Safety p. 19 Improvements Project ES-0552, Bid 43B-2019 Public Works Director Eric Johnston presented the bid award. Committee members asked questions following the presentation. Pinky Vargas moved to recommend approval of the bid award. MOTION CARRIED 3-0. Pinky Vargas moved to recommend approval. MOTION CARRIED 3-0. 22329 4. Apprenticeship Program on Bellingham Public Contracts p. 39 Public Works Director Eric Johnston presented. Michael Lilliquist moved to direct staff to develop a proposal more specifically and bring that forward at a future committee date and to include outreach to stakeholders prior to the next committee. MOTION CARRIED 3-0. 22704 5. A Resolution Appointing a Committee to Prepare a Statement for the p. 50 Local Voter's Pamphlet in Favor of the Transportation Ballot Measure City Attorney Matt Stamps presented the resolution. Public Works Director Eric Johnston spoke about the resolution. Pinky Vargas moved to recommend approval of the resolution. MOTION CARRIED 3-0. 22705 6. Post Point Resource Recovery Project Update p. 55 Public Works Director Eric Johnston introduced the presentation. Tadd Giesbrecht of Brown and Caldwell provided the presentation.
