Call to Order Council President Stone announced that during Committee of the Whole, an item was added to the agenda: A proposed extension to the emergency ordinance imposing a moratorium on the processing of applications for detached single-family development in multi-family zones. Updates to the online agenda were included. No public comment was taken during the meeting, but a Public Hearing will be scheduled at a later date. Roll Call Present: Committee Chair Michael Lilliquist, Sixth Ward Committee Member Gene Knutson, Second Ward Committee Member Lisa Anderson, Fifth Ward Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Habitat Restoration and Stewardship in Lower Whatcom Creek p. 3 Corridor Presentation Follow-up The item was a follow-up discussion from the February 22, 2021 meeting. A short recap was provided by Renee LaCroix, Assistant Public Works Director Public Works and Natural Resources Committee Minutes Page 1 March 8, 2021  with Natural Resources. She outlined efforts being made for restoration of Lower Whatcom Creek. Committee Members asked questions. Eric Johnson, Public Works Director, reported that he will bring back to Council two items: 1. A discussion specifically on Total Maximum Daily Load (TMDL) 2. Review of the Stormwater Surface Comprehensive Plan. 22705 2. Post Point Resource Recovery Project Update p. 58 The Department of Ecology requires a facility plan for the project approval. Tadd Giesbrecht, from Brown & Caldwell, highlighted the four key elements in the Resource Recovery Update: 1. Assessing potential partnerships to provide off-site biosolids material 2. Update mechanisms for restarting the stakeholder outreach program 3. Nitrogen removal 4. Initial rate study/funding options Committee Members asked questions. Information only. Council Member Lilliquist expressed that regarding the rate increase, we need to be upfront about the costs and what it means to each and every rate payer. 22927 3. Report from the February 17, 2021 Lake Whatcom Policy Group p. 71 Meeting Council Member Lilliquist reported that the Policy Group discussed a review of topics that are planned for the remainder of the year. A joint meeting with the Port, Whatcom County, and the City Council will take place on March 31, 2021, which is the annual meeting. Information only. 22928 4. Proposed Lease to HUB Community Bike Shop p. 76 Council Member Lilliquist introduced the item for consideration. The HUB Community Bike Shop, a non-profit organization, would like to lease the space for their bike shop at a below market rate. Public Works and Natural Resources Committee Minutes Page 2 March 8, 2021  Eric Johnston, Public Works Director, stated that to approve the lease, there is a two-step process that Council must take: 1. Council must direct staff to directly negotiate with the proposed tenant 2. Return to Council with terms of the lease. Gene Knutson moved to direct staff to directly negotiate the terms of the lease with the proposed tenant. MOTION CARRIED 3-0.
