Call to Order Roll Call Present: Committee Chair Michael Lilliquist, Sixth Ward Committee Member Gene Knutson, Second Ward Committee Member Lisa Anderson, Fifth Ward Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Works and Natural Resources Michael Lilliquist, Chair Gene Knutson, Lisa Anderson 22950 1. Noise Variance - WSDOT I-5 & SR 11 Padden Creek Fish Passage p. 3 Project The Washington State Department of Transportation (WSDOT) and Granite Construction requested a noise variance for construction during evening hours, between the inclusive hours of April 26, 2021 and December 31, 2022. Mitigation measures will be implemented as well as notifying the neighbors at least ten days ahead of time of construction. Gene Knutson moved to recommend approval. MOTION CARRIED 3-0. An Ordinance Updating the Bellingham Municipal Code Sections p. 10 Governing Adjustments to Utility Bills for Leaks, Billing Errors and Hard Surfaces The ordinance is brought forward to provide explicit direction on leak adjustments and errors for water, sewer, and surface and stormwater billing. The intent of this update is to establish clear expectations for customers when seeking utility adjustments. The ordinance clarifies that all adjustments will come through the Finance department. Committee members asked questions. Lisa Anderson moved to recommend approval. MOTION CARRIED 3-0. 22952 3. Bid Award for Park Place Water Quality Facility Reconstruction, EV- p. 20 0155, Bid #8B-2021 The project will improve the removal of phosphorus and help meet the City’s obligations under the Lake Whatcom Management Plan and the Total Maximum Daily Load (TMDL) requirements. Gene Knutson moved to recommend approval of the bid award. MOTION CARRIED 3-0.
