Call to Order Roll Call Present: Committee Chair Michael Lilliquist, Sixth Ward Committee Member Gene Knutson, Second Ward Committee Member Lisa Anderson, Fifth Ward Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Works and Natural Resources Michael Lilliquist, Chair Gene Knutson, Lisa Anderson 23023 1. Report from the June 2, 2021 Lake Whatcom Policy Group Meeting p. 3 Committee Member Lilliquist provided a report on the meeting of the Lake Whatcom Policy Group that was held on June 3, 2021. Several topics were discussed. They include the Advanced Phosphorus Treatment Media, which is a new method of treatment that captures a high level of phosphorus and can handle high volumes of water. Whatcom County projects include Silver Beach Phase 1 which creates a modular wetland to infiltrate water before it reaches the creek. Also included is the Lake Louise Road project, which will replace existing pipes, basins, and vaults. Lastly, Public Works and Natural Resources Committee Minutes Page 1 June 21, 2021  Academy Road, which needs the treatment technology to be redesigned. Construction is expected to occur in 2023. An update on Forest Practices (logging, thinning, roadbuilding, etc.) and the pledge that current forest practices will receive Clean Water Act certification assurances from the Department of Ecology was relayed. Annual Lake Whatcom Build-out Report, Bloedel Donovan boat access issues, and topics for the next meeting were included in the report out. Information only. 23024 2. Bid Award for Indefinite Delivery, Indefinite Quantity (IDIQ) On Call p. 7 Multiple Hearth Incinerator Repair BID #19B-2021 Gene Knutson moved to recommend approval of the bid award for indefinite delivery, indefinite quantity for an on call multiple hearth incinerator repair Bid #19B-2021. The maximum amount is to not exceed amount of $2,100,000 using the hourly rates provided in the JT Thorpe bid. MOTION CARRIED 3-0. 23025 3. Bid Award for Anderson Creek Water Quality Improvements, BID #4B- p. 10 2021 The project is part of the Watershed Acquision Program. This includes removal of a derelict railroad bridge and creosote covered pilings, installation of engineered log jams, creek channel improvements, riparian plantings, and restoration activities to improve the water quality flowing into the Lake Whatcom. Colacurcio Brothers Inc., was the responsible bidder who submitted the lowest responsive bid of $445,941.51, including any applicable Washington State Sales or Use tax. The engineer’s estimate was $319,928.96. Gene Knutson moved to recommend approval. MOTION CARRIED 3-0. 23026 4. A Discussion About Renewing the Cascade Natural Gas and Olympic p. 15 Pipeline Franchises to Operate and Maintain their Respective Pipeline Facilities within Bellingham Rights-of-Way and Public Property Both the Cascade Natural Gas (CNG) and Olympic Pipeline franchise renewals will come forward later this year for approval as they are due to expire in 2021. Cascade Natural Gas franchise ordinance will most likely be brought forward in the July and August meetings for approval. The Olympic Pipeline franchise Public Works and Natural Resources Committee Minutes Page 2 June 21, 2021  ordinance is scheduled to be brought forward for consideration during the October/November meetings. The Pipeline Safety Trust has provided some recommendations to the City. Public Works and the Legal departments will review the recommendations and provide feedback at a later date. The City has found that most of the safety requirements are controlled by the state and federal governments and the City has limited ability to require more than what those agencies currently require. Residential Solid Waste Overview #3 p. 17 A third and final presentation on the overview of residential solid waste and recycling in the City of Bellingham was provided to Committee. January 25 Recap: An overview was provided on January 25 on the contract with SSC. February 22: An update on the current state of recycling in the City of Bellingham. June 21: Eric Johnston, Public Works Director, gave a presentation on the need for recycling options. Staff will investigate ways to expand direction in compostables such as FoodPlus options and/or SSC developing a pilot program for recycling to bring back to Council for review.
