Call to Order Roll Call Present: Committee Chair Michael Lilliquist, Sixth Ward Committee Member Gene Knutson, Second Ward Committee Member Lisa Anderson, Fifth Ward Council Standing Committee Meeting Open to the public to attend. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Works and Natural Resources Michael Lilliquist, Chair Gene Knutson, Lisa Anderson 23083 1. Bid Award for 2021 Roofing Project - Mount Baker Theatre, BID #36B- p. 3 2021 The Theater obtained a grant from the State of Washington for exterior work completed in 2020 but did not spend all the authorized grant funds. Additional work is still needed. The 2021 roofing project of Mount Baker Theatre received two bids, which were publically opened on August 10, 2021. Faber Construction Corporation was the responsible bidder who submitted the lowest responsive bid of $957,440.00, including any applicable Washington State Sales and Use Tax. Funding for the project will be from the City's General Fund and grant funds from the Mount Baker Theatre. Public Works and Natural Resources Committee Minutes Page 1 August 30, 2021  Eric Johnston, Public Works Director, noted that in addition to this item, there is budget action related to this item that requires Council approval. It is listed under Committee of the Whole under Agenda Bill number 23093. Gene Knutson moved to recommend approval. MOTION CARRIED 3-0. 23084 2. Request for Sewer Service at 665 Marine Drive p. 8 The property owner of 665 Marine Drive has been informed by the Whatcom County Health Department that the existing on-site septic system serving the residence has failed. The Health Department has recommended that they connect to the City sewer service. Staff recommends approval subject to conditions that include support for possible annexation. Gene Knutson moved to recommend approval. MOTION CARRIED 3-0. 23085 3. Interlocal Agreement Between the City of Bellingham and Western p. 22 Washington University for Lake Whatcom Monitoring Lisa Anderson moved to recommend approval of the interlocal agreement with the change in the wording on page 2 of the agreement that includes the corrected dates. Under Section II, item B, it should read, “The maximum payable shall be broken out by years as follows, with the supporting detail provided in attached Exhibit A: 2022 $314,941.00, 2023 $306,069.00, 2024 $316,288.00 for a total of $937,298.00.” MOTION CARRIED 3-0. 23086 4. Update on the City of Bellingham Urban Forestry Management Plan p. 43 Analiese Burns, Habitat and Restoration Manager, shared an update on the Urban Forestry Management Plan (conclusion of Phase 1) that included the conclusion of the Plan and next steps. Council directed staff to return at a later date with further information that includes a briefing on current practices and policies on tree preservation. 23087 5. Lake Whatcom Total Maximum Daily Load (TMDL) Update - Part 1: p. 64 Process Public Works and Natural Resources Committee Minutes Page 2 August 30, 2021  First of two presentations on the Total Maximum Daily Load (TMDL), which focused on the process. Jason Porter, Surface and Stormwater Manager, introduced how the TMDL came about and how it was defined in the Federal Clean Water Act. Under the Clean Water Act each state is required to have water quality standards that protect, restore, and preserve water quality. Every two years, states prepare a list of water bodies in their jurisdiction that do not meet those standards and report them to the EPA. The TMDL is a mechanism that helps to establish standards for testing water bodies. Jason Porter will return with monitoring and model preliminary findings at a later meeting, likely in September.
