Call to Order Roll Call Present: Committee Chair Michael Lilliquist, Sixth Ward Council President Hannah Stone, First Ward Council Member Hollie Huthman, At-Large Excused: Committee Member Gene Knutson, Second Ward Committee Member Lisa Anderson, Fifth Ward Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Pipeline Safety Program Presentation by Sean Mayo of the p. 3 Washington Utilities and Transportation Commission (UTC) Sean Mayo, Director of Pipeline Safety with the Utilities and Transportation Commission (UTC) provided an overview on efforts made to ensure the safety of gas pipelines. Proposed Ordinance Renewing the Olympic Pipeline Franchise p. 4 Eric Johnston, Public Works Director provided a review of the renewal of the franchise agreement and ordinance in the agenda packet. Hollie Huthman moved to recommend approval to move the ordinance to the Committee of the Whole for first and second reading. MOTION CARRIED 3-0. 23128 3. Emergency Repairs of Post Point Generator Controls and Building p. 22 Roof Recent damage caused by a windstorm and caused the roof of the Post Point Resource Recovery Plant emergency generator building to catch fire. An emergency contract was awarded to Colacurcio Brothers to repair the roof without soliciting competitive bids. The BMC 4.80.010 authorizes emergency contracts, if City Council passes a resolution declaring that an emergency existed. The resolution for consideration is attached in the agenda packet. Hollie Huthman moved to recommend approval of the resolution. MOTION CARRIED 3-0. 22741 4. Surface and Stormwater Comprehensive Plan Overview p. 25 Jason Porter, Storm and Surface Water Manager provided a presentation on the Comprehensive Plan overview. He shared how projects are prioritized. Information only.
