City of Bellingham Public Works and Natural Resources Committee Minutes October 25, 2021, 10:00 AM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members, Michael Lilliquist, Chair www.cob.org/council Gene Knutson, Lisa Anderson All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Public Works and Natural Resources Michael Lilliquist, Chair Gene Knutson, Lisa Anderson 23087 1. Whatcom Creek Bacteria Total Maximum Daily Load (TMDL) p. 3 James Kardouni, with the WSDOE, provided a presentation on the pending Whatcom Creek Bacteria Total Maximum Daily Load (TMDL) Scope of water quality study based on 303d list (category 5) which leads to conduct water quality TMDL study (2002-2003) which leads to a draft water quality improvement report & implementation plan (in progress 2021) which leads to convening advisory group and stakeholders, which leads to a public comment EPA approval and then put the plan into action which leads to monitor progress and use adaptive management. In summary, would like to maintain the existing efforts which include: the stormwater management program, NPDES permit actions, environmental reporting tracking system (ERTS), on-site sewage systems, and education and outreach Council Members asked questions. Public Street Right-of-Way Fundamentals Part 2 of 3 p. 20 Eric Johnston, Public Works Director, introduced Caleb Barber and Brandon Brubaker. Both gave updates on the maintenance activities their departments perform that include streets, sidewalks, street trees, and accessibility issues. Information only. Per Washington State Proclamation 20-28, in-person attendance at meetings is not required at this time.
