Council Standing Committee Meeting
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

Lisa Anderson moved to reject all bids for the Mill Avenue Overlay Project.

23137 4. An Ordinance Regarding Public Parking; Amending Bellingham p. 40
Municipal Code Chapters 2.44, 11.33 and 11.36
Michael Lilliquist moved approval of the proposed ordinance with the following
revisions recommended by the Public Works and Natural Resources Committee:
1. the civil penalty for parking infractions contained in BMC 11.33.230 be
increased to $30.00 rather than $41.00.
MOTION CARRIED 3-0
2. the deadline to respond to a parking citation be increased to 30 days
prior to incurring the late penalty described in BMC 11.33.230.
MOTION CARRIED 3-0
3. the phrase “unless otherwise authorized by state law” be added to BMC
11.33.060(A)(41), which prohibits persons from parking a vehicle in an
electric vehicle charging station parking stall while the vehicle is not
connected to the charging equipment.
MOTION CARRIED 3-0
23221 5. Resolution Amending City Parking Rates p. 58
Lisa Anderson moved to recommend approval of the resolution as
presented.
MOTION CARRIED 2-0-1
Michael Lilliquist abstained.
