Call to Order
The Public Works and Natural Resources Committee meeting was called to order by Council
President Stone at 10:00am.

Council Standing Committee Meeting
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:
23366 1. Request for Sewer Service at 2337 Yew Street Road p. 3
The onsite septic system serving the existing residence at 2337 Yew Street Road,
which is outside City limits, has failed. Acting on recommendations of the
Whatcom County Health Department, the property owner is requesting a
connection to the City sewer. BMC 15.36 provides that retail water or sewer
service shall not be extended outside City limits unless the property either
annexes to the City or City Council determines that such extension is necessary
to protect basic public health and safety and the environment.
Lisa Anderson moved to recommend approval of sewer service at 2337 Yew
Street Road.

23367 2. Resolution to Approve the 2023-2028 Transportation Improvement p. 14
Program (TIP)
State law, RCW 35.77.010, requires cities to annually adopt a 6-year plan for
capital transportation improvements. The DRAFT 2023-2028 6-Year
Transportation Improvement Program (TIP) includes projects to repair and
resurface roadways, construct new bike and pedestrian amenities, upgrade
railroad crossings, ameliorate operations at intersections, facilitate movement
of freight, enhance transit use and implement strategies identified in the
Climate Action Plan.
Lisa Anderson moved to recommend approval of the resolution to approve the
2023-2028 Transportation Improvement Program (TIP).
MOTION CARRIED 3-0.
