Call to Order The Public Works and Natural Resources Committee was called to order by President Stone at 9:15am. Mayor Fleetwood is proposing postponing the Post Point Resource Recovery project. The Public Works and Natural Resources Committee would like to discuss technical aspects of the change and the Committee of the Whole will focus on rates and affordability at the September 12, 2022 meetings. Roll Call Present: Committee Chair Michael Lilliquist, Sixth Ward Committee Member Lisa Anderson, Fifth Ward Committee Member Kristina Michele Martens, At Large Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: 23423 1. Neighborhood Traffic p. 3 Eric Johnston and Steve Haugen from the Department of Public Works reviewed the history of the neighborhood traffic safety program (NTSP) that was in place from 1995 to 2008 and efforts since then to address safety. The NTSP was suspended in 2008 due in part to budget constraints during the recession. Using the prioritized project list in the Bicycle and Pedestrian Master Plans, the City has continued to consider and construct traffic calming elements on city streets. Public Works and Natural Resources Committee Minutes Page 1 August 29, 2022  Lisa Anderson moved to direct the Transportation Commission to study neighborhood traffic programs in other communities, explore connections to ongoing updates on the Bike and Pedestrian plans, and to consider equity and provide policy/program recommendations to the City Council. MOTION CARRIED 3-0. 23424 2. Amendment to Grant Agreement for the Middle Fork Nooksack River p. 25 Fish Passage Project In 2019, the City entered into a $10M grant agreement with the Washington State Recreation and Conservation Office (RCO), Puget Sound Acquisition and Restoration Program, to assist with the construction of the City's Middle Fork Nooksack River Fish Passage Project. The City has received an additional increase in the project funding of $1,537,580 bringing the total RCO grant funds to $14,097,830. Lisa Anderson moved to authorize the amendment to the Grant Agreement for the Middle Fork Nooksack River Fish Passage contract. MOTION CARRIED 3-0.
