Roll Call Present: Committee Chair Hannah Stone, First Ward Committee Member Lisa Anderson, Fifth Ward Committee Member Kristina Michele Martens, At Large Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 23941 1. Contract Award for the Telegraph Road Multimodal Safety Improvements Project p. 3 (ES537) Eric Johnston, Public Works Director, Mike Wilson, Assistant Director of Engineering, and Craig Mueller, Engineer, provided a summary of the contract award #49B-2023, Telegraph Road Multimodal Safety Improvements Project (ES537). The project includes reconstructing the roadway from Deemer Road to James Street by adding sidewalks, bike lanes, a center turn lane, curbs, gutters, storm water treatment, and pedestrian crossings for transit stop access. Ram Construction General Contractors, LLC submitted the lowest responsive bid of $6,803,830, including any applicable Washington State sales tax. Council Members discussed and asked questions regarding the project and contract award. Council requested additional information related to the decision not to include conduit in the project design. Lisa Anderson moved to recommend approval of the contract award #49B-2023 for the Telegraph Road Multimodal Safety Improvements Project (ES537) to Ram Construction in the amount of $6,803,830, including any applicable Washington State Sales or Use Tax.
