Call to Order
Council President Hammill called the meeting to order at 9:30am.

Council Member Cotton joined the committee in Council Member Lilliquist's absence.

Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
24120 1. Contract Award - IDIQ On-Call Multiple Hearth Incinerator Repairs p. 3
Eric Johnston, Public Works Director, and Mike Olinger, Assistant Director of Operations, provided
a summary of the indefinite delivery, indefinite quantity (IDIQ) contract for on-call incinerator
maintenance and repair services. Work will be scoped and performed on an as-needed basis over a
maximum of four years and will not exceed $3,000,000. Council Members discussed the contract
and asked questions.
Lisa Anderson moved to approve the contract award for the indefinite delivery, indefinite quantity
(IDIQ) contract for on-call incinerator maintenance and repair services to JT Thorpe and Son, Inc.
and will not exceed $3,000,000, including any applicable Washington State Sales or Use Tax.

24121 2. Request for Sewer Service at 968 Marine Drive p. 8
Eric Johnston, Public Works Director, and Brent Baldwin, Public Works Development Manager,
summarized a request for sewer service at 968 Marine Drive. The Whatcom County Health
Department declared a failed septic system, and under BMC 15.36 a new retail sewer service
outside City limits is permitted in order to protect basic public health, safety, and the environment.
Council Members discussed the request and asked questions.
Lisa Anderson moved to authorize the Mayor to enter into a contract to extend retail sewer service
to 968 Marine Drive.
MOTION CARRIED 3-0.
24122 3. Contract Award for Pacific Street Operations Center Phase 2 Admin. Building & p. 36
Vehicle Storage, EF178, Bid #6B-2024
Eric Johnston, Public Works Director, and Mike Olinger, Assistant Director of Operations, provided
a summary of the Pacific Street Operation Center (PSOC) Phase 2 Administration Building and
Vehicle Storage Project. The project demolishes old structures and builds a two-story, all electric
administration and operations building. Council Members discussed the project and asked
questions. Mayor Lund shared the administration is reviewing the 1% for the Arts Program and will
return to Council later this year if there are proposed changes to the program.
Lisa Anderson moved to approve contract award #6B-2024 for the Pacific Street Operation Center
(PSOC) Phase 2 Administration Building and Vehicle Storage Project to Dawson Construction, LLC in
the amount of $20,756,870.00, including any applicable Washington State Sales or Use Tax.
MOTION CARRIED 3-0.
24133 4. Adoption of 2024 Bicycle Master Plan p. 56
Eric Johnston, Public Works Director, and Joel Pfundt, Assistant Director of Transportation,
presented the 2024 Bicycle Master Plan for adoption. The proposed revisions include
recommendations related to policy, facility design and maintenance, bicycle network,
programmatic actions, and implementation. The Transportation Commission endorsed the
modifications on April 9, 2024. Council Members discussed the resolution and asked questions.
Lisa Anderson moved to recommend approval of the resolution adopting the 2024 Bicycle Master
Plan.
MOTION CARRIED 3-0.
24123 5. Adoption of 2024 Pedestrian Master Plan p. 131
Eric Johnston, Public Works Director, and Joel Pfundt, Assistant Director of Transportation,
presented the 2024 Pedestrian Master Plan for adoption. The proposed revisions include

recommendations related to policy, facility design and maintenance, pedestrian network,

24124 6. Water System Plan Update p. 205
Eric Johnston, Public Works Director, and Mike Wilson, Assistant Director of Engineering, provided
an update on a revised water system plan, which will include recommendations to rates and
charges needed to fund utility operations and capital improvements. The planning process is
underway, including public engagement efforts in the spring and summer of 2024. Council
Members discussed the water plan update and asked questions.
