Call to Order
Council President Hammill called the meeting to order at 10:00am.

Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
24154 1. WSDOT Presentation on I-5/Meridian Fish Passage Project (SR539) p. 3
Eric Johnston, Public Works Director, Chris Damitio, Washington State Department of
Transportation (WSDOT) Assistant Regional Administrator Mt. Baker Area, and Megan Mosebar,
WSDOT Project Engineer, provided an update on the design and construction of fish passage
projects around Interstate 5 and the Guide Meridian (SR539) in the Spring and Baker Creek
drainages. Construction is anticipated to begin in 2026 and the City will be kept apprised of traffic
closures and modifications. Council Members discussed the project and asked questions.
24155 2. Contract Award for the Meridian Sewer Main, I-5 to Van Wyck (EU184) p. 17
Eric Johnston, Public Works Director, and Aric Smathers, Capital Engineer, provided a summary of
the Meridian Sewer Main, I-5 to Van Wyck Project. The project relocates sewers in conflict with a
planned fish passage project by the state and accommodates future growth as outlined in the 2016
Wastewater Conveyance Plan. It replaces 17,000 feet of sanitary sewer pipe from approximately
300 feet north of the Birchwood Avenue/Meridian Street intersection northerly to approximately
800 feet north of the Van Wyck Road/Meridian Street intersection. Council Members discussed the
project and asked questions.

Michael Lilliquist moved to approve the contract award #29B-2024 for the Meridian Sewer Main, I-
5 to Van Wyck project to Ram Construction General Contractors, LLC in the amount of
$16,874,555.01, including any applicable Washington State Sales or Use Tax.
MOTION CARRIED 3-0.
24156 3. An Ordinance Regarding Temporary Right-of-Way Use Permits; Amending Chapter p. 48
13.14 of the Bellingham Municipal Code to Waive Certain Permit Requirements for
Protected Speech
This item was removed from the agenda.
24157 4. Fire Station #2 Reroof and Solar Panel Installation Project, Bid No. 35B-2024 p. 54
Eric Johnston, Public Works Director, and Joel Pfundt, Assistant Director of Transportation,
provided a summary of the Fire Station #2 Reroof and Solar Panel Installation Project. The project
includes roof replacement, solar panel installation, and related construction on the existing
structure. Council Members discussed the project and asked questions.
Michael Lilliquist moved to approve the contract award #35B-2024 for the Fire Station #2 Reroof
and Solar Panel Installation Project to Camao Construction in the amount of $468,700.00, including
any applicable Washington State Sales or Use Tax.
MOTION CARRIED 3-0.
24158 5. Contract Award for Post Point Reroof Project, Group #2, Bid No. 34B-2024 p. 66
Eric Johnston, Public Works Director, and Joel Pfundt, Assistant Director of Transportation, and
Carol Rofkar, Superintendent of Communications, Facilities, Fleet, provided a summary of the Post
Point Reroof Project. The project includes HVAC upgrades, new lighting, and ceiling grid repair.
Council Members discussed the project and asked questions.
Lisa Anderson moved to approve the contract award #34B-2024 for the Post Point Reroof Project
to Hytech Roofing, Inc. in the amount of $1,822,002.58, including any applicable Washington State
Sales or Use Tax.
MOTION CARRIED 3-0.
24159 6. Adoption of the 2025-2030 Transportation Improvement Program (2025-2030 TIP) p. 75
Eric Johnston, Public Works Director, and Joel Pfundt, Assistant Director of Transportation,
provided a summary of the Resolution adopting the 2025-2030 Transportation Improvement
Program (TIP). RCW 35.77.010, requires cities to annually adopt a comprehensive transportation
program for the ensuing six calendar years. The TIP includes projects to construct new facilities for
bikers and pedestrians, enhance transit use, repair and resurface streets and sidewalks, replace

bridges, improve roadway safety, and facilitate movement of freight. Council Members discussed
the TIP and asked questions.
Lisa Anderson moved to recommend approval of the resolution adopting the 2025-2030
Transporation Improvement Program.
MOTION CARRIED 3-0.
