Roll Call Present: Committee Chair Hannah Stone, First Ward Committee Member Lisa Anderson, Fifth Ward Committee Member Michael Lilliquist, Sixth Ward Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 24290 1. Noise Variance – Washington State Department of Transportation Work at I-5 and SR p. 3 542 Joel Pfundt, Interim Public Works Co-Director, and Mike Wilson, Assistant Director of Engineering, presented the noise variance request by the Washington State Department of Transportation (WSDOT) for preservation project construction on I-5 and SR 542. The work will occur at night from July 8, 2025 to September 25, 2026 in the residential areas near the I-5 northbound to King Street ramp, the Ohio Street to I-5 southbound ramp, and SR 542 from approximately McLeod Road to Britton Road. Council Members discussed the noise variance request and asked questions. Michael Lilliquist moved to recommend approval of the noise variance to the Washington State Department of Transportation (WSDOT) for construction on I-5 and SR 542. MOTION CARRIED 3-0. 24291 2. Bid Award for Job Order Contracting - Construction Services: #60B-2024 p. 11 Joel Pfundt, Interim Public Works Co-Director, and Mike Olinger, Interim Public Works Co-Director, provided a summary of the bid for the City's Job Order Contracting - Construction Services. This Public Works and Natural Resources Committee Minutes Page 1 October 21, 2024  contract allows for general construction work for City projects. Council Members discussed the contract and asked questions. Michael Lilliquist moved to award contract No. 60B-2024 for the Job Order Contracting (JOC) Construction Services program to Forma Construction and Dawson Construction as the highest scoring proposals and to authorize the Mayor to enter into a contract with them for a maximum term of three years and not to exceed $4,000,000 per year. Bid Award for Indefinite Delivery, Indefinite Quantity (IDIQ) Overhead Door Repair p. 18 Services, BID #67B-2024 Joel Pfundt, Interim Public Works Co-Director, and Mike Olinger, Interim Public Works Co-Director, provided a summary of the Indefinite Delivery, Indefinite Quantity (IDIQ) contract for overhead door maintenance and repair services. An IDIQ contract is an on-call contract model that allows the City to procure work as needs arise by issuing individual work orders for each discrete project. Council Members discussed the contract and asked questions. Michael Lilliquist moved to award contract No. 67B-2024 for the Indefinite Delivery, Indefinite Quantity (IDIQ) Overhead Door Repair Services to Overhead Door as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for three years and not to exceed amount of $250,000. Contract Award for Little Squalicum Water Quality Retrofits - Phase 1, Bid #22B-2024 p. 22 (EV173) Joel Pfundt, Interim Public Works Co-Director, Mike Wilson, Assistant Director of Engineering, and Freeman Anthony, Project Engineer, provided a summary of the Little Squalicum Water Quality Retrofits - Phase 1 Project. The project will construct new stormwater treatment systems at locations along Lindbergh and Nome Street in the Birchwood Neighborhood. Council Members discussed the project and asked questions. Lisa Anderson moved to award contract No. 22B-2024 for the Little Squalicum Water Quality Retrofits - Phase 1 Project to Faber Construction Corporation as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, $1,147,619.58, which includes any applicable WSST. Electric Avenue Bridge Emergency Repair Update p. 33 Public Works and Natural Resources Committee Minutes Page 2 October 21, 2024  Mike Olinger, Interim Public Works Co-Director, and Joel Pfundt, Interim Public Works Co-Director, provided an updated on the emergency repairs to the Electric Avenue Bridge and plans for replacement.
