Roll Call Present: Committee Chair Hannah Stone, First Ward Committee Member Lisa Anderson, Fifth Ward (Attended remotely) Council Member Edwin H. "Skip" Williams, Fourth Ward Excused: Committee Member Michael Lilliquist, Sixth Ward Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 24326 1. Interlocal Agreement between the City of Bellingham and the Port of Bellingham for p. 3 the Squalicum Creek Estuary Restoration, Design Phase Project Joel Pfundt, Interim Public Works Co-Director, Renee LaCroix, Assistant Director of Natural Resources, and Analiese Burns, Habitat and Restoration Manager, presented the interlocal agreement with the Port of Bellingham for the design phase of the Squalicum Creek Estuary Restoration Project. The project addresses three partial fish passage barriers at the mouth of Squalicum Creek and fulfills the City's commitment to the Fish Barrier Culvert Remediation Project Memorandum of Agreement with the Lummi Nation, Nooksack Indian Tribe, and Washington Department of Fish and Wildlife. The three barriers are the City-owned Roeder Avenue culvert, the Burlington Northern Santa Fe Railroad-owned culvert, and the Port of Bellingham-owned bridge. The City received federal funding for design and plans to begin work in early 2025. Council Members discussed the project and asked questions. Lisa Anderson moved to recommend approval of the Interlocal Agreement between the City of Bellingham and the Port of Bellingham for the Squalicum Creek Estuary Restoration, Design Phase Project. Contract Award for James Street and Bakerview Road Intersection Reconstruction p. 34 (ES473), BID #77B-2024 Joel Pfundt, Interim Public Works Co-Director, Mike Wilson, Assistant Director of Engineering, and Kyle Carlson, City Engineer, provided a summary of the James Street and Bakerview Road Intersection Reconstruction Project. The project will replace the existing traffic signal with a new roundabout, including new sidewalks, pedestrian crossings, street lighting and stormwater facilities. Council Members discussed the contract and asked questions. Lisa Anderson moved to award contract No. 77B-2024 for the James Street and Bakerview Road Intersection Reconstruction Project to Faber Construction Corporation as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, $4,251,865.00, which includes any applicable WSST. MOTION CARRIED 3-0. 24328 3. Noise Variance for James Street and Bakerview Road Intersection Reconstruction p. 50 (ES473) Joel Pfundt, Interim Public Works Co-Director, Mike Wilson, Assistant Director of Engineering, and Kyle Carlson, City Engineer, presented the noise variance request for reconstruction of the James Street and Bakerview Road Intersection. To accelerate completion of the project and reduce the duration of traffic impacts, the contractors would like to operate 24-hours a day for fifty consecutive days. Council Members discussed the noise variance request and asked questions. Edwin H. "Skip" Williams moved to recommend approval of the noise variance for the James Street and Bakerview Road Intersection Reconstruction Project. MOTION CARRIED 3-0.
