Call to Order
Committee Chair Stone called the meeting to order at 1:00pm.

Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.
24545 1. Whatcom Transportation Authority (WTA) Rapid Transit Study Update p. 3
Joel Pfundt, Interim Public Works Co-Director, Tim Wilder, Planning Director at WTA, and Hayden
Richardson from WTA, provided a summary of the WTA Rapid Transit Study. The study aims to
improve rapid transit reliability and accessibility throughout the City. Council Members discussed
the study and asked questions. More information on the study is available online.
24557 2. Contract Award for Russell-Irving Watermain Replacement (EW239), Bid #33B-2025 p. 49
Joel Pfundt, Interim Public Works Co-Director, and Tim Hohmann, Engineering Manager,
presented the contract award for the Russell-Irving Watermain Replacement Project. The project
will replace watermains on Russell Street from Broadway to West Illinois Street, Irving Street from
Young Street to C Street, C Street from Irving Street to Dupont Street, and Dupont Street from C
Street to D Street and construct Americans with Disabilities Act compliant ramp upgrades
throughout, and will overlay Russell Street and Irving Street. Council Members discussed the
contract award and asked questions.

Lisa Anderson moved to award contract No. 33B-2025 to Colacurcio Brothers, Inc, as the lowest
responsive, responsible bidder and authorize the Mayor to enter into a contract with them for the
amount of $2,688,577.00, which includes any applicable WSST.
MOTION CARRIED 3-0.
24546 3. Contract Award for Padden Creek at 12th and 14th Streets Fish Passage (EN056) Bid p. 54

Joel Pfundt, Interim Public Works Co-Director, and Analiese Burns, Habitat & Restoration Manager,
presented the contract award for the Padden Creek at 12th and 14th Streets Fish Passage Project.
The project will remove partial fish passage barriers at two Interurban Trail creek crossings. Council
Members discussed the contract award and asked questions.
Lisa Anderson moved to award contract No. 34B-2025 to Faber Construction Corporation, as the
lowest responsive, responsible bidder and authorize the Mayor to enter into a contract with them
for the amount of $4,326,715.82, which includes any applicable WSST.
MOTION CARRIED 3-0.
