Call to Order
Committee Chair Stone called the meeting to order at 3:30 p.m.

Open to the public to attend. Note: there is generally no public comment period for Committee sessions.
Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on
a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee
Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and participate in the
Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote.

Replacement Project EU188, Bid No. 12B-2025
Mike Olinger, Deputy Director Public Works, and Stephen Day, Plants Engineer, presented the
contract award for the Post Point Resource Recovery Plant Emergency Generator Replacement
Project. The project will replace the backup power generators and associated electrical switchgear
at the plant. Council Members discussed the contract award and asked questions.
Lisa Anderson moved to award contract No. 12B-2025 for the Post Point Resource Recovery Plant
Emergency Generator Replacement Project to CDK Construction, LLC, as the lowest responsive,
responsible bidder and authorize the Mayor to enter into a contract with them for the amount of
$5,323,494.60, which includes any applicable WSST.
MOTION CARRIED 3-0.

Shane Sullivan, Transportation Engineer, and Jon Pascal, Principal at TranspoGroup, presented a
new speed limit methodology that the City is adopting to align with national standards and ensure

continued safety. The draft policy will be presented to Council for approval in early 2026. Council
Members discussed the policy change and asked questions.
