Bid Award EF-0110 for the Federal Building Renovation Project - Phase II Terry Bornemann / Roxanne Murphy moved to award Bid No. 57B-2014 for Federal Building Renovation Project, Phase II, EF-0110 to Tiger Construction of Bellingham, Washington as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $2,457,265.00 inclusive of the base bid, bid alternates 1, 2 and 3 and which includes any applicable WSST. Approval of Minutes Michael Lilliquist / Roxanne Murphy moved approval of the January 5, 2015 minutes of the City Council Reorganizational meeting as submitted. MOTION CARRIED 7-0. 4. Old/New Business Martin Luther King Celebration @ noon, City Hall, January 19, 2014. Council Member Murphy would like to find an alternate for conflicting meeting times: Marine Resources Committee and Bellingham School Board, 1st Thursday of month. Council Member Vargas reported that Bellingham has won a semi-finalist position for the Georgetown University Energy Prize. A national announcement will be made on Thursday. Chuckanut Community Forest Park District, Whatcom County, Steven Oliver, and the City of Bellingham (Whatcom County Superior Court No. 14-2-01694-4): Staff provided information on this litigation matter. Information only.  The City has extended the naming of the new fireboat. Children from 2nd, 3rd and 4th grades are encouraged to participate.  January 19, will be a day of service at Maritime Heritage Park.  January 26, 4:00 - 6:00 p.m. 75th Anniversary Celebration of City Hall Building.  Nick Hartrich, new Executive Director, Bellingham Downtown Partnership is looking forward to working closely with the city and will be implementing the Main Street program. AN ORDINANCE AMENDING BELLINGHAM MUNICIPAL CODE (BMC) TITLES 20 AND 21 TO IMPROVE THE DESIGN REVIEW PROCESS FOR NEW AND EXISTING DEVELOPMENT BASED ON LEAN PROCESS RECOMMENDATIONS Terry Bornemann / Roxanne Murphy moved approval for third and final reading.
