Call to Order The meeting was called to order by Council President Vargas at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Ordinance Adopting a Base Rate for 2017 Transportation Impact Fees, per BMC 19.06 Terry Bornemann / Roxanne Murphy moved approval for first and second reading. MOTION CARRIED 7-0. Parks and Recreation 21454 1. Resolution to Establish Fees for the Use of City Parks and Recreation Facilities Michael Lilliquist / Gene Knutson moved final approval of Resolution #2016-31. MOTION CARRIED 7-0. Lake Whatcom Reservoir and Natural Resources 21354 1. Proposed Wetland and Habitat Mitigation Program Update Discussion during Committee. The City of Bellingham is considering the establishment of a Mitigation Program. The Committee must first determine the level of mitigation demand with the City of Bellingham and Whatcom County, and based on the research results, to recommend an appropriate permit pathway for the City to establish a Programmatic Approach to Mitigation. The Committee was asked to provide direction to staff regarding Mitigation Banks versus an In-Lieu Fee model. The Committee provided direction to staff to continue the Mitigation Bank model. Committee Of The Whole 21196 1. Update on the Work of the Incarceration Prevention and Reduction Task Force Discussion during Committee. The Task Force has been meeting for just over a year and is comprised of 24 members, including four from the City of Bellingham and County Council, and experts within the criminal justice system. The Task Force included three ad hoc subcommittees: Triage Facility, Legal and Justice System, and Behavioral Health. The Task Force is examining ways to expand an existing, small triage center that allows first responders to safety drop off non-violent individuals instead of booking them into jail. Recommendations to the triage facility include expansion to create two units of 16 beds each. One unit will provide mental health crisis stabilization and the other will City of Bellingham Regular City Council Meeting Page 2 of 7 12/12/2016  provide acute substance detoxification. The goal is start construction in 2017. Also recommended is to locate the facility at the existing site on Division Street in Bellingham. If this location is not feasible, areas near St. Joseph Medical Center or downtown Bellingham will be considered. Information only. 21455 2. Report on Demographics of City of Bellingham Employees Report presented during Committee. After the report was presented, the Council suggested that perhaps before the application process, the City could work on outreach to women and minorities. Information only. 21372 3. Reappointment of Hearing Examiner Pinky Vargas / Dan Hammill moved approval of the Mayor's reappointment of Sharon Rice to a two year term which will expire on January 26, 2017, at which time she may be reappointed. MOTION CARRIED 7-0. 5. Approval of City Council Committee and/or Special Meeting Minutes Roxanne Murphy / Gene Knutson moved approval of the December 5, 2016 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 6. Old/New Business Dan Hammill acknowledged and thanked Pinky Vargas for her leadership and for serving as Council President this year. Terry Bornemann announced the Martin Luther King Jr's Day celebration that will take place at City Hall on January 16, 2017 at noon. Gene Knutson thanked Pinky Vargas for serving as Council President this year. He also thanked the Mayor for her fifth year of service. Roxanne Murphy thanked the Public Works department for all they do and especially keeping the streets of Bellingham safe during winter storms. She thanked all for allowing her to serve. Pinky Vargas thanked the Council for their service and highlighted this year's accomplishments. She also thanked Mayor Linville for her service. Potential Property Acquisition Staff provided information on a potential property acquisition. Action: April Barker / Roxanne Murphy moved to authorize the purchase of right-of-way and a trail easement located at 2601 Birchwood Avenue (the Morrie's Drive-In Burgers property) from Gang Vay and Lynn Lay Chhan for $83,670, with an anticipated closing date of December 21, 2016. MOTION CARRIED 7-0. 2. Potential Property Acquisition Staff provided information on a potential property acquisition. For information and discussion only. No action taken. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. Mayor Linville thanked the Council for all their work this year. Mayor Linville also reported an update on the Emergency Shelter, which is a low barrier shelter. The shelter has been a major focus of the City this year. The Fountain Community Church is helping to provide a shelter for women and children. The Red Cross is also helping. With the added facilities for women and children, that may help to alleviate the demand for the Lighthouse Mission Drop-in Center. Mayor Linville thanked Katie Franks, who meets with shelter and homeless service providers as well as Samya Lutz and Tara Sundin who have taken on work around this issue. The City is also building a community development team that focuses on resources for housing issues. Mayor Linville reported that in the New Year, the Police department will present a discussion on changes they are making to their policing model. The Downtown Bellingham Partnership has given positive feedback about police patrol. 21457 1. Mayor's Reappointment of Ali Taysi, Phyllis McKee and Steve Crooks to the Planning and Development Commission (Approval) Gene Knutson / Roxanne Murphy moved approval of the Mayor's reappointment of Ali Taysi to his final term on the Planning and Development Commission, which will end on January 1, 2021. MOTION CARRIED 7-0. Gene Knutson / Roxanne Murphy moved approval of the Mayor's reappointment of Steve Crooks to his first full term to the Planning and Development Commission, which will expire on January 1, 2021, at which time he may be reappointed.
