Call to Order The meeting was called to order by Council President Lilliquist at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On Monday, December 4, 2017, at 7 p.m., in Council Chambers, there will be a Public Hearing on an ordinance amending Title 6 of the Bellingham Municipal Code by adopting three new chapters prohibiting source of income discrimination in residential rental housing, increasing the notice period prior to substantial rent increases, and increasing the notice period prior to eviction of residential tenants. 2. The City Council's Annual Reorganization Meeting will take place on Monday, January 8 with discussion at 1 p.m. in the Mayor's Boardroom and a swearing-in ceremony at 7 p.m. in Council Chambers. Public Hearing on the City of Bellingham's 2017- 2018 Mid-Biennial Budget Modification Forrest Longman, Budget Manager, gave an overview of the budget modifications for the 2017-2018 Mid-Biennial. Council President Lilliquist opened the Public Hearing. No citizens spoke and the public hearing was closed. 15-Minute Public Comment Period Jon Humphrey, brought forward a petition regarding broadband access and public fiber networks that provide net neutrality and more access options. He would like Bellingham to have more choices to net providers. Chris Deile, addressed his case that is pending. He complained about not having help for his case that is going to court and felt his only option was to act in self-defense. He voiced that he feels desperate and wanted Council to be aware of his case. Jeff Hegedus, reminded all that the Granary site will have a ground breaking ceremony tomorrow. He listed all the amenities that will be built and gave a history of the Whatcom Waterway site. He is very excited about the project and the progress that has taken place. Discussion of Justice Principles April Barker reported that Council Members and the County Council will work to define guiding principles for the committee and bring back at a future meeting for discussion. Information only. Public Works / Public Safety 21789 1. A Review of Public Broadband Initiatives Presentation during Committee. Michael Lilliquist / Gene Knutson moved to direct staff to draft a "Dig Once" ordinance to be brought forth for review and discussion at a later meeting. MOTION CARRIED 6-0-1, Terry Bornemann excused. 21575 2. Pedestrian Awareness Campaign - Update Presentation during Committee. Information only. Finance and Personnel 21790 1. 2017 Third Quarter Financial Review Presentation during Committee. Information only. Lake Whatcom Reservoir and Natural Resources 21791 1. Climate Action Plan Update Information only. Pinky Vargas requested the topic be moved to the Committee of the Whole and the Council agreed to move the item. Consolidated Annual Performance and Evaluation Report Presentation during Committee. This was a report on the funding sources for housing. Rental housing development, preservation of housing, home buyers, community facilities, and rental assistance and services were all part of the report. Council asked staff to look into gaps in programs the City has not been able to fund. Staff reported they are already working on that and will report soon at a later meeting. Information only. Committee Of The Whole 21793 1. Presentation of the Library Funding Sustainability Study Presentation during Committee. During Committee the Council agreed to direct the Administration to give recommendations to the Library Board of Trustees to make Level of Service 2 or Level of Service 3 a priority. 2. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved approval of the November 6, 2017 minutes of the regular City Council meeting as submitted. MOTION CARRIED 6-0-1, Terry Bornemann excused. 3. Old/New Business April Barker thanked BTV for coming to the Eleanor Apartments for a Housing Week event that was filmed and broadcast last week. April appreciated that the broadcast was aired the day it was recorded and commended BTV on their production. Executive Session - Report and Action only. 1. Potential Acquisition of Real Property Staff provided information on potential acquisition of real property. For information and discussion. No action taken. Mayor Linville reported that the Veteran's Day celebration on Saturday was well attended and inspirational. During Housing Week (last week), the issue was raised by County officials that the housing crisis is not just a Bellingham problem but a County-wide problem. She is hopeful to partner with the County on a plan for services that could help solve the homeless crisis in Whatcom County. She is thankful to see cooperation between the two agencies. Consent Agenda All matters listed on the Consent Agenda are considered routine and/or non-controversial items and may be approved in a single motion. A member of the Council may ask that an item be removed from the Consent Agenda and considered separately. 21794 1. Ordinance Adopting a Base Rate for 2018 Transportation Impact Fees, Per BMC 19.06 Pinky Vargas / Gene Knutson moved approval for third and final reading.
