Call to Order The meeting was called to order by Council President Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. January 22, 2018 7:00 PM A Public Hearing will be held on the proposed Resolution authorizing relinquishment of a surplus utility easement located within vacated East Oak Street. Pledge of Allegiance Led by Council President Murphy. Led by Council President Michael Lilliquist. Swearing-In Ceremony Judge Lev swore in Council Members, Michael Lilliquist, Gene Knutson, Pinky Vargas, and Roxanne Murphy. City of Bellingham Regular City Council Meeting Page 1 of 5 1/8/2018 Minutes Public Hearing Yoshe Ravelle Thanked returning Council Members for their service in their new terms. He summarized an article he read in the Seattle Times about lowering the carbon footprint. He also relayed ways he has changed his lifestyle which include selling his car. He now relies on public transportation, eats a vegetarian or vegan diet, and lowered his temperature in his home. He urged all to adopt a lifestyle that lowers the carbon footprint and wished everyone a Happy New Year. Council Standing Committee Meetings: Committee Of The Whole 21834 1. 2018 City Council Reorganization Michael Lilliquist / Dan Hammill moved to nominate Roxanne Murphy as Council President MOTION CARRIED 7-0. Roxanne Murphy / April Barker moved to nominate Dan Hammill as Council President Pro Tempore. MOTION CARRIED 7-0. Dan Hammill / April Barker moved to nominate Pinky Vargas as Mayor Pro Tempore. MOTION CARRIED 7-0. The following committees will be chaired by: Finance Committee chaired by Dan Hammill Public Works & Natural Resources chaired by Gene Knutson Parks and Recreation chaired by Pinky Vargas Planning & Community Development chaired by Michael Lilliquist Public Safety chaired by: Terry Bornemann Justice chaired by: April Barker Roxanne Murphy / Michael Lilliquist moved approval of chair and council assignments. MOTION CARRIED 7-0. Roxanne Murphy/ Pinky Vargas moved approval of the ex officio assignments. MOTION CARRIED 7-0. Update on Sustainable Budget Activities The City has undertaken several measures to ensure the sustainable provision of services for the community into the future. Staff provided an update to Council during Committee on the progress to date for strategies that were previously identified by the Mayor and Council. These are the most effective ways to pursue and implement. Information only. 3. Approval of Minutes Gene Knutson / Pinky Vargas moved approval both the December 4, 2017 and December 11, 2017 minutes of the regular City Council meeting as presented. MOTION CARRIED 7-0. 4. Old/New Business Dan Hammill, Peter Ruffatto and Mayor Linville attended the Incarceration Prevention and Reduction Task Force meeting this morning and mentioned five recommendations from the VERA Institute. Gene Knutson brought attention to the corrections that need to be made to Council Member terms on page 23 of the Agenda Packet. Michael Lilliquist mentioned a new policy from the attorney's office will be brought forth under the Consent Agenda at the next meeting for consideration. Terry Bornemann announced next Monday will be the MLK Jr. Day celebration at Mount Baker Theatre. The event starts at noon. Executive Session - Report and Action only. 1. Litigation: Parrott v. City of Bellingham, et al. Staff provided information on a litigation matter. Action: Gene Knutson / April Barker moved to authorize the Mayor to enter into a settlement agreement with the following terms: a dismissal of the lawsuit and resolution of all claims related thereto for the payment of $100,000.00 to the plaintiff. Collective Bargaining: Review Proposal for 114F Staff provided information on the proposed collective bargaining agreement between the City and AFSCME 114F. Action: Dan Hammill / April Barker moved to ratify the agreement with the following general terms: WAGE INCREASES: 2.25% January 1, 2018 2.25% January 1, 2019 In addition, conversion of the Attendance Incentive Program to 1.75% increase in wages. In addition, each member of the bargaining unit will receive a one-time ratification bonus in the amount of $450 on their first paycheck following ratification. BENEFITS A "Me Too" provision with AFSMCE 114 to match the medical cost share achieved by that group. MOTION CARRIED 7-0. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. Mayor Linville met with Congressman Rick Larsen about drafting a letter to the Justice Department on the marijuana regulations. The Mayor shared that she was presented with a housing award from Lydia Place. The award acknowledges the work the City has done in the housing arena. Terry Bornemann / April Barker moved to authorize Council President Murphy to review the letter to the Justice Department that is being drafted and to sign on behalf of the Council.
