Call to Order The meeting was called to order by Council President Hammill at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On November 18, 2019 at 7:00 PM in the City Council Chambers, there will be a Public Hearing to consider proposed amendments to the Fountain District urban village development regulations, found in Bellingham Municipal Code (BMC) 20.37.230 – Fountain District Urban Village - Development Pledge of Allegiance Led by Council President Pro-tem, Michael Lilliquist. Public Hearing on the 2019-2020 Mid-Biennial Budget Adjustment Forrest Longman, Budget Manager, outlined all requested changes from each individual department. No citizens spoke and the public hearing was closed. Pinky Vargas / Gene Knutson moved for first and second reading. MOTION CARRIED 6-0, Dan Hammill was excused. 15-Minute Public Comment Period Public Comment was taken. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. Mayor Linville reported that she is working with the City's flag designer on a logo sticker for the Safe Places program. After reviewing the prototype, she would like the sticker design to incorporate elements of the City's flag and be more inclusive than a rainbow. 22471 1. Mayor's Reappointment of Cory Blackwood to the Transportation Commission (Approval) Gene Knutson / Terry Bornemann moved approval of Cory Blackwood to the Transportation Commission. This is his final term, which will expire on December 5, 2022. MOTION CARRIED 6-0, Dan Hammill excused. Council Standing Committee Meetings: Planning and Community Development April Barker, Chair Terry Bornemann, Michael Lilliquist 22472 1. Whatcom County Update on Local Strategic Plan to End Homelessness Presentation during Committee. Information only. The update included winter shelter options. The City is partnering with many churches and Opportunity Council to open a women's shelter at Civic Field. Severe weather shelters will be determined at about 28 degrees and will be the decision of the Whatcom County Health Director 24 hours before opening. For more information, you can call (360) 788-7983. Volunteers are needed. A two-hour training is provided for volunteers. More information can be found on the City's website under "News." Status Report on Parks, Recreation and Open Space Plan (PRO Plan) Update and Survey Results Staff provided an update. The PRO Plan was discussed. Information only. Committee Of The Whole 22452 1. An Ordinance Establishing 2020 Property Taxes Michael Lilliquist / Pinky Vargas moved for first and second reading. MOTION CARRIED 6-0, Dan Hammill excused. 22473 2. Authorize the Mayor to Enter into an Interlocal Agreement with United States Geological Survey for the Puget Sound Coastal Storm Modeling System Michael Lilliquist / April Barker moved to authorize the Mayor to enter into an interlocal agreement with the United States Geological Survey for the Puget Sound Coastal Storm Modeling System. MOTION CARRIED 6-0, Dan Hammill excused. 22447 3. An Ordinance Amending the 2019-2020 Biennial Budget, Providing for Adoption of the Mid-Biennium Adjustments to the Biennial Budget Pursuant to the Terms of RCW 35.345.130 A public hearing was held and the ordinance was moved for first and second reading upon closing of the hearing. 22474 4. 2020 Legislative Agenda Presentation during Committee. The City partners with Whatcom County and the Port of Bellingham on a shared legislative agenda. During Committee, there was discussion on possible changes on the Clean Energy portion of the agenda. Brian Heinrich, Deputy Administrator, reported that after speaking with the partnering agencies, the suggestion to change the bullet point under Clean Energy to read, "Continued fiscal and policy support for energy efficiency and clean energy transition and development" was made. MOTION CARRIED 6-0, Dan Hammill excused. 22475 5. Safe Place Project Presentation during Committee. Safe Places is a law enforcement sponsored project overseeing initiative to address low reporting of hate crimes and biased incidents and crimes. It is a partnership between law enforcement and participating businesses who would display a decal in their window to alert people that their storefronts are safe places to call for help. Information only. 6. Approval of Minutes Gene Knutson / April Barker moved approval of the October 21, 2019 minutes of the regular City Council meeting as submitted. MOTION CARRIED 6-0, Dan Hammill excused. 7. Old/New Business The Mayor reported that Rick Sepler, Planning and Community Development Director, attended the Homeless Task Force last week where he presented the template for Safe Parking. Safe Parking is a designated parking space for people to stay safely overnight in their vehicles. These spaces do not include RVs. Council Member Stone, recognized that a secular option for severe weather shelters has not come forward yet. Churches in the community are providing severe weather shelter services. Council Member Lilliquist remarked that a flyer went out with coupon mailers that are noting conversion costs from natural gas to electricity as recommended by the Climate Action Task Force. He stated that the costs are likely exaggerated and urged residents not to be alarmed. An open discussion will take place on December 9 where Council will hear recommendations from the Climate Action Task Force. Council Member Barker clarified that the Climate Action Task Force was asked what would it take for the City to get to zero emissions by 2030 and asked if that goal was achievable. The original Climate Action Plan indicated zero emissions by 2050. Executive Session – Report and Action only. 1. Gene Knutson / Terry Bornemann moved to authorize the Mayor to enter into a settlement agreement with the following terms: resolution of claim number 2019-17 for the payment of $19,875.00 to the claimant for alleged damages to property that stem from a City project in the abutting right of way. MOTION CARRIED 6-0, Dan Hammill excused. 2. Potential Property Acquisition Staff provided information on a potential property acquisition. For information and discussion. No action taken. 3. Potential Litigation Staff provided information on a potential litigation matter. For information and discussion. No action taken.
