Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Roll Call Present: Council President Michael Lilliquist, Sixth Ward Council Member Hannah Stone, First Ward Council Member Hollie Huthman, Second Ward Council Member Daniel Hammill, Third Ward Council Member Edwin H. "Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Jace Cotton, At Large Presentation 23971 1. An Ordinance of the City Of Bellingham, Washington, Suspending All Future p. 3 Meetings of the Immigration Advisory Board (IAB) and Its Subcommittees Until City Council Adopts an Ordinance Rescinding the Suspension Council Member Stone presented the draft ordinance to temporarily suspend the Immigration Advisory Board (IAB) and its subcommittees to allow the City to realign its work with the immigrant community in Bellingham. Council Member Stone will further discuss the ordinance with the IAB at their next meeting on January 16, 2024, and Council will discuss again on January 19, 2024. Council Members discussed the draft ordinance. 23970 2. 2024 City Council Reorganization p. 16 COUNCIL OFFICERS Council President: Hannah Stone nominated Daniel Hammill as Council President. Council President Pro Tempore: Daniel Hammill nominated Hollie Huthman as Council President Pro Tempore. MOTION CARRIED 7-0. Mayor Pro Tempore: Daniel Hammill nominated Edwin H. “Skip” Williams as Mayor Pro Tempore. MOTION CARRIED 7-0. COMMITTEE ASSIGNMENTS Climate Action: Edwin H. “Skip” Williams nominated Michael Lilliquist as Chair of the Committee. MOTION CARRIED 7-0. Community Development Advisory Board: Jace Cotton self-nominated to the board. MOTION CARRIED 7-0. Downtown Bellingham Partnership: Hollie Huthman self-nominated to the committee. MOTION CARRIED 7-0. EMS Oversight Board: Michael Lilliquist self-nominated to the board. MOTION CARRIED 7-0. Fire Pension Board: Daniel Hammill is appointed as Chair of the Finance/Committee of the Whole. Incarceration Prevention Task Force: Daniel Hammill will continue as primary and Hollie Huthman will serve as proxy to the task force. Lake Whatcom Policy Group: Hannah Stone nominated herself and Edwin H. "Skip" Williams to continue serving on the committee. MOTION CARRIED 7-0. Library Board of Trustees: Hannah Stone self-nominated to the board. MOTION CARRIED 7-0. Marine Resource Committee Jace Cotton self-nominated to the committee. MOTION CARRIED 7-0. Mt. Whatcom Transportation Authority: Edwin H. “Skip” Williams nominated Michael Lilliquist and himself to serve on the committee. MOTION CARRIED 7-0. Working Waterfront: Michael Lilliquist self-nominated to the coalition. MOTION CARRIED 7-0. Council discussed other business, including the hire of a new Legislative Policy Analyst, long-term staff reorganization, and Council’s seating chart.
