20661 1. Work Session on the 2015-2016 Biennial Budget
Council President Pro Tem Terry Bornemann opened the meeting and handed the gavel
over to Finance Chair Michael Lilliquist who conducted the meeting.
Council Members presented six budget amendment proposals:
Proposal #1 (Knutson): Redirect $25,000 from Commute Trip Reduction Plan to social
services or the general fund
Proposal #2 (Weiss): Establish an Abatement Fund
Proposal #3 (Weiss): Create an additional 1.0 FTE Code Enforcement Officer
Proposal #4 (Weiss): Restore four hours at Barkley and Fairhaven Libraries
Proposal #5 (Lilliquist): Fund a Downtown Ambassador pilot program
Proposal #6 (Bornemann): Fund WAHA's intensive case management program for
$80,000
Terry Bornemann/Roxanne Murphy moved to include Proposals #3 and #6 in the 2015-
2016 budget.
MOTION CARRIED 4-0 Vargas, Lehman, Knutson excused.
Jack Weiss/Roxanne Murphy moved to bring forward to the full council next week the
recommendation of adding four more hours to the Barkley and Fairhaven Libraries after
receiving the actual and complete cost from staff.
MOTION CARRIED 4-0 Vargas, Lehman, Knutson excused.
