20993 1. Public Hearing To Consider A Council Resolution Regarding Proposed
Whatcom County Charter Amendments
Council President Gene Knutson opened the meeting at 7:00 PM. He announced the
process for the evening. There will be presentations on Propositions 1, 2, and 3 first,
then Proposition 9 will follow. Four people have been invited to present on the topics.
The people's names were received from the Auditor's Office; they were listed as
Committee Members for the various Charter Amendments and they helped to author
the descriptions in the voter's pamphlet.
City Attorney Peter Ruffatto read the descriptions of Propositions 1-3 from the voter's
pamphlet. The Council President chose names randomly to determine who presents
first.
Iris Maute-Gibson spoke against Propositions 1, 2, and 3. Then Karl Uppiano spoke in
favor of Propositions 1, 2, and 3.
The public hearing was opened for citizens to speak. The following citizens spoke:

Peter Ruffatto read the description of Proposition 9 from the voter's pamphlet. The
Council President chose names randomly to determine who presents first.
Tim Douglas spoke in favor of Proposition 9 and Delaine Clizbe spoke against
Proposition 9.

voters can be adequately informed about these important issues. The president
thanked the citizens for participating in the public hearing and adjourned the meeting.
