City of Bellingham City Council Special Meeting Minutes October 12, 2020, 10:00 AM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members Hannah Stone, Gene Knutson, Daniel Hammill, www.cob.org/council Pinky Vargas, Lisa Anderson, Michael Lilliquist and All meetings are held in the City Hall Council Chambers at Hollie Huthman 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Committee of the Whole Gene Knutson, Chair Hannah Stone, Daniel Hammill, Pinky Vargas, Lisa Anderson, Michael Lilliquist, Hollie Huthman 22775 1. 2021-2022 Biennial Budget Worksession Council Member Vargas introduced the Special Budget session that outlined the budget of the Fire Department. Bill Hewett, Fire Chief, outlined the 2019 - 2020 achievements which included expansion of automatic aid, hiring, training, fleet updating, expanding community paramedic team and changes in leadership. To the 2021 -2020 budget, significant changes include: increased transport revenues, shifting of community paramedic costs, increased revenue from Fire District 8, furloughs of executive staff, administrative staff and OEM staff, continued upgrade of fire apparatus, and investments in Prospect Dispatch Center. He outlined the 2021- 2022 Work Plan, which includes providing emergency services, provide training for staff, provide prevention services, and work with Whatcom County to advance EMS. Council Members asked questions. Council Member Vargas outlined the budget meeting dates.
