City of Bellingham City Council Special Meeting Minutes November 16, 2020, 1:00 PM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members Hannah Stone, Gene Knutson, Daniel Hammill, www.cob.org/council Pinky Vargas, Lisa Anderson, Michael Lilliquist and All meetings are held in the City Hall Council Chambers at Hollie Huthman 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Committee of the Whole Gene Knutson, Chair Hannah Stone, Daniel Hammill, Pinky Vargas, Lisa Anderson, Michael Lilliquist, Hollie Huthman 22775 1. 2021-2022 Biennial Budget Work Session Council Member Vargas introduced the items to be considered for modifications. Michael Lilliquist / Lisa Anderson moved to direct staff to modify the budget proposal to include $1 million dollars of REET funds for additional homeless capactiy. MOTION CARRIED 7-0. The second modification is a request to add an additional $500,000 for expanding service hours of the Homeless Outreach Team and increase in services with the contract provider, the Opportunity Council. Michael Lilliquist / Holly Huthman moved to modify the budget amendment by $500,000 to support the HOT program. MOTION CARRIED 7-0. The Mayor proposed a third modification to add and restructure the Human Resources department and bring a Human Resources Director to the City. Lisa Anderson / Gene Knutson moved to modify the biennial budget to fund a Human Resources director position for 2021/2022. MOTION CARRIED 7-0. Council President Knutson, asked that the administration to contact our lobbyist to oppose Senator Doug Ericksen's introduction of a bill to do away with mail-in ballots. City Council Special Meeting Minutes Page 1 November 16, 2020 Forrest Longman, Deputy Finance Director, reminded all that furlough days are down to 12 days instead of 16 days for all employee groups. He plans to have final numbers on December 7, 2020. Adjournment Council President Knutson asked about the timing and schedule / outline for the next meeting and public hearing for the meeting on the November 23.
