Call to Order Council President Knutson called the meeting to order. An Emergency Ordinance Authorizing Temporary Use of Public and Private Facilities to Provide COVID-19 Related Vaccinations, Testing and Medical Services Alan Marriner, Deputy City Attorney, introduced the emergency ordinance for consideration. The Mayor issued Executive Order 2021 -01 to authorize the temporary use of public and private facilities to provide COVID-19 related vaccinations, testing and medical services. The emergency ordinance confirms the Mayor's Executive Order. He included that there are two amendments to the ordinance that need to be added for consideration. Pinky Vargas / Daniel Hammill moved approval for third and final reading with amendments that include: City Council Special Meeting Minutes Page 1 January 4, 2021  Under "NOW THEREFORE, THE CITY OF BELLINGHAM DOES ORDAIN" Section 2, Confirmation of Order, it should read, "Executive Order 2021-01 issued by the Mayor on January 4, 2021 allowing him to authorize the temporary use of public and private facilities to provide vaccinations, testing, and other medical services needed to respond to the COVID-19 pandemic is hereby confirmed. Section 3. Emergency Use of Public and Private Facilities Authorized, it should read, "The City Council authorizes the Mayor to allow use of public and private facilities to provide vaccinations, testing, and other medical services needed to respond to the COVID-19 pandemic." Upon motion, said bill was placed on final passage and approved by the following roll call vote: AYES: Knutson, Stone, Hammill, Vargas, Anderson, Lilliquist, Huthman NAYS: (None) EXCUSED: (None) MOTION CARRIED and was thereafter named Emergency Ordinance 2021-01-001. 22862 2. 2021 City Council Reorganization Nominations / Elections of Officers 2021 Pinky Vargas / Dan Hammill nominated Hannah Stone as Council President. MOTION CARRIED 7-0. COUNCIL PRESIDENT: Hannah Stone Council President Knutson turned the gavel over to Council President Stone who chaired the remainder of the meeting. Gene Knutson/Lisa Anderson nominated Michael Lilliquist as Council President Pro Tempore. MOTION CARRIED 7-0. COUNCIL PRESIDENT PRO TEMPORE: Michael Lilliquist Michael Lilliquist/Lisa Anderson nominated Pinky Vargas as Mayor Pro Tempore. MOTION CARRIED 7-0.
