Lake Whatcom Management Program Joint Councils and Board of Commissioners Annual Meeting Satpal Sidhu, Whatcom County Executive Director, expressed how proud he is that the City and Whatcom County have committed to partnering with the Lake Whatcom Water and Sewer District in strategic efforts to maintain the health of the water utility. City Council Special Meeting Minutes Page 1 March 31, 2021 Mayor Fleetwood discussed highlights of the 2020 Lake Whatcom Management Program that includes land preservation, stormwater utility management, an aquatic invasive species program, and education and engagement for targeted customers in the watershed area. Justin Clary, Lake Whatcom Water and Sewer District General Manager, provided an overview of focus for the District. Areas of focus include water conservation, pursuit of preventative maintenance of water supply and distribution system, and supporting the County's Water Alliance program. Dr. Angela Strecker, with the Institute for Watershed Studies, at Western Washington University, presented findings from the 2019 - 2020 report. Council Members asked questions. Renee LaCroix, Assistant Public Works Director, outlined the ten program areas of the Lake Whatcom Management Program. Gary Stoyka, also joined her in the presentation. Council Members asked questions. Council President Stone opened the meeting to Public Comment at 8:15 PM. Public Comment was taken.
