Call to Order President Stone called the City Council Special Meeting to order at 1pm. Roll Call Present: Council President Hannah Stone, First Ward Council Member Hollie Huthman, Second Ward Council Member Daniel Hammill, Third Ward Council Member Edwin H. "Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Kristina Michele Martens, At Large 23477 1. Selection of Two Council Members to Meet with the Salary p. 3 Commission Elizabeth Monahan, Human Resources Director, shared the Salary Commission is seeking two City Council Members to discuss their duties, responsibilities, and answer questions about their work at the upcoming October 26, 2022 Salary Commission meeting. Daniel Hammill / Hollie Huthman moved to recommend Councilmember Lilliquist and Councilmember Anderson participate in the upcoming Salary Commission meeting. MOTION CARRIED 7-0. 23476 2. Budget Work Session p. 5 Nicole Oliver, Parks & Recreation Director, provided an overview of the 2021-2022 Department Achievements and outlined the proposed 2023-2024 budget. Budget highlights include:  4.5 new FTE from conversions of part-time or seasonal to benefited or full- time City Council Special Meeting Minutes Page 1 October 17, 2022   Stewardship Program – creating a new division  Creation of construction crew to manage medium-sized projects and cut time and costs  Adding new vehicles and equipment upgrades  Realignment of Greenways operating expenditures with levy goals  3 new FTE: project manager, park workers in urban forestry and trails  Greenways funding to address Urban Forest backlog of work orders in CityWorks Council Members asked questions. Mayor Fleetwood will report back on City Center meeting regarding additional public restrooms. Eric Johnston, Public Works Director, provided an overview of the 2021-2022 Department Achievements and outlined the proposed 2023-2024 budget. Budget highlights include:  New positions and organizational changes: 25 new FTE’s, new Transportation, Traffic and Facilities division, parking enforcement to PW, Purchasing group to Finance Department  Continued investments in repairs, renewals and replacement in critical utility infrastructure including pump stations, Post Point, main replacement, sidewalks, road repairs, habitat, fish passage, flooding control, Central Library, operations facilities, and bridges  Continue to meet all legal, regulatory, and permitting requirements Council Members asked questions. Forrest Longman, Deputy Finance Director, provided an overview of the proposed 2023-2024 capital budget. Budget highlights include:  Library phase 2 o Includes new HVAC system for efficiency and climate resiliency. o $5 million ARPA; $3.5 million General Fund ($2 million grant requested)  Solar roof projects o Public Works warehouse o Fire station 2  Council chambers LED upgrade  Other building efficiency projects o Old City Hall building envelope o Federal Building chiller  Colocation of PW and Parks operations o PW/Parks operations building nearing completion o Woburn operations site budgeted  Sportsplex City Council Special Meeting Minutes Page 2 October 17, 2022   Cordata Park phase 2  Post point  Padden fish passage projects  James and Meador bridges (fully funded) Council Members asked questions and requested follow-up on how to submit budget amendments. Hannah Stone / Lisa Anderson moved to recommend approval of 75k for downtown bike locker storage on Commercial Street. MOTION CARRIED 7-0. The 2022 Budget Work Session meetings continue from 1:00pm-3:00pm at City Hall on the following dates:  October 24, 2022 (HR, Finance, Legal, IT)  October 31, 2022 (Police, Planning, Museum)  November 7, 2022 (Mayor, Council, Municipal Court) Adjournment There being no further business, the meeting adjourned at 3:18pm.
