Call to Order President Hannah Stone called the meeting to order at 1pm. Roll Call Present: Council President Hannah Stone, First Ward Council Member Hollie Huthman, Second Ward Council Member Daniel Hammill, Third Ward Council Member Edwin H. "Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Kristina Michele Martens, At Large 23529 1. A Review of 2023-2024 Biennial Budget Modification Proposals p. 3 Forrest Longman, Deputy Finance Director, provided a summary of an additional 2023-2024 budget modification related to Human Resources FTE. Edwin H. "Skip" Williams / Michael Lilliquist moved to recommend approval of the budget modification to the Human Resources Department FTE. MOTION CARRIED 7-0. Council Member Anderson introduced a budget amendment to increase the number of police officer FTE. Council Members asked questions. Lisa Anderson / Michael Lilliquist moved to recommend approval of the proposed budget modification to increase police staffing by two additional officers in 2023 and two additional officers in 2024. MOTION Fail 2-5. City Council Special Meeting Minutes Page 1 November 14, 2022 Opposed: Hannah Stone, Hollie Huthman, Daniel Hammill, Edwin H. "Skip" Williams, Kristina Michele Martens Council Member Lilliquist introduced a budget amendment to add a new position for a lead diversity officer. Council Members asked questions. Michael Lilliquist / Lisa Anderson moved to recommend approval of the proposed budget modification to add a new FTE for a lead diversity officer position at the City of Bellingham. MOTION Fail 3-4. Opposed: Hannah Stone, Hollie Huthman, Daniel Hammill, Edwin H. "Skip" Williams Council Member Martens introduced a budget amendment to fund an Immigration Resource Center. Council Members asked questions. Kristina Michele Martens / Lisa Anderson moved to recommend approval of of the proposed budget modification to add 2023 and 2024 funding for the Immigration Resource Center. MOTION Fail 3-4. Opposed: Hannah Stone, Hollie Huthman, Daniel Hammill, Edwin H. "Skip" Williams Daniel Hammill / Michael Lilliquist moved to recommend the administration issue a request for qualifications (RFQ) to hire a facilitator to oversee a process similar to the Racial Equity Commission for creation of an Immigrant Resource Center.
