Lake Whatcom Management Program Joint Councils and Board of Commissioners p. 3 Annual Meeting Bellingham Mayor Seth Fleetwood and Whatcom County Executive Satpal Sidhu gave opening remarks. City Council Special Meeting Minutes Page 1 March 29, 2023 Six attendees gave public comment. Dr. Angela Strecker, Director of the Institute for Watershed Studies at Western Washington University, presented on information contained in the Lake Whatcom Monitoring Program Annual Report. Dr. Strecker summarized and explained key findings of the report. After concluding her presentation, Dr. Strecker answered questions from council members and commissioners. Gary Stoyka, Whatcom County Natural Resources Program Manager, introduced the Lake Whatcom Management Program Annual Report. Stoyka summarized the program goals, work plan, and the program areas focused on in the presentation. Cathy Craver, Whatcom County Senior Planner, presented on the Lake Whatcom Total Maximum Daily Load (TMDL), as well as 2022 highlights of the land use, and stormwater program areas. Jason Porter, City of Bellingham Surface and Stormwater Manager, presented on 2022 highlights of the land preservation and aquatic invasive species program areas. Renee LaCroix, City of Bellingham Assistant Director of Natural Resources, gave a preview of 2023 planned initiatives in the program areas of education and engagement, hazardous materials, and climate action, which is a new program area added based on community feedback, Kim Weil, City of Bellingham Planner, was recognized for her 33 years of service and was congratulated on her upcoming retirement. All three presenters answered questions from meeting participants. Meeting participants asked further questions of staff and discussed issues related to the watershed.
