Roll Call Present: Council Member Hannah Stone, First Ward Council President Daniel Hammill, Third Ward Council Member Edwin H. "Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Excused Council Member Hollie Huthman, Second Ward Council Member Jace Cotton, At-Large Special Meeting 24195 1. Growth Management Coordination Workgroup In addition to Bellingham City Council members, elected officials from Whatcom County and the cities of Lynden, Everson, Sumas, Blaine, Ferndale, and Nooksack attended the workgroup meeting. Participants shared their goals for the meeting and the overall comprehensive planning process. Discussion topics included: • Urban growth areas (UGA) / urban growth reserves • Where cities are going to grow • Industrial growth • Accessory dwelling units (ADUs) • Attitudes toward growth among the current populace • Flood considerations in Nooksack / Sumas on development • Potential partnerships with private industry • Building housing for all income levels • Permitting and barriers to building • Ranking viability of UGAs – which UGAs will meet housing and job needs in the short term • Land use regulations and impact on food production • Interpretation of wetland protection regulations City Council Special Meeting Minutes Page 1 August 2, 2024 Attendees discussed next steps and agreed to schedule an additional workgroup meeting, to be scheduled and hosted by Mayor Scott Korthuis of Lynden.
