Roll Call Present: Council President Daniel Hammill, Third Ward Council Member Hannah Stone, First Ward Council Member Hollie Huthman, Second Ward Council Member Edwin H. "Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Jace Cotton, At-Large 24276 1. Public Hearing for a Resolution Opposing Washington State Initiative No. 2066 and p. 3 Encouraging the Citizens of Bellingham to Vote “No” on the November 5, 2024, Ballot Council Member Stone introduced the draft resolution encouraging Bellingham residents to vote "no" on the Washington State Initiative #2066. Council Members discussed the resolution and asked questions. Council President Hammill opened the public hearing. Two individuals provided testimony. Council President Hammill closed the public hearing. Lisa Anderson / Edwin H. "Skip" Williams moved final approval of Resolution #2024-25. MOTION CARRIED 7-0. 24277 2. Public Hearing for a Resolution Opposing Washington State Initiative No. 2109 and p. 8 Encouraging the Citizens of Bellingham to Vote “No” on the November 5, 2024, Ballot Council Member Stone introduced the draft resolution encouraging Bellingham residents to vote "no" on the Washington State Initiative #2109. Council Members discussed the resolution and asked questions. Council President Hammill opened the public hearing. Three individuals provided testimony. Council President Hammill closed the public hearing. Lisa Anderson / Jace Cotton moved final approval of Resolution #2024-28. MOTION CARRIED 6-0. Budget Work Session p. 21 Don Burdick, Information Technology Services Director, provided an overview of the 2024 department achievements, and the proposed 2025 budget and work plan. Council Members discussed the department’s accomplishments, proposed budget, and asked questions. Alan Marriner, City Attorney, provided an overview of the 2024 department achievements, and the proposed 2025 budget and work plan. Council Members discussed the department’s accomplishments, proposed budget, and asked questions. Ameleah Sullivan, Interim Human Resources Director, provided an overview of the 2024 department achievements, and the proposed 2025 budget and work plan.
