Call to Order
Council President Huthman called the meeting to order at 1:00 p.m.

Deborah Danner, Human Resources Director, provided an overview of the HR department’s
proposed 2026 budget and work plan. Council members discussed the department's proposed
budget and asked questions.
Alan Marriner, City Attorney, provided an overview of the Legal Department’s proposed 2026
budget and work plan. Council members discussed the department's proposed budget and asked
questions.
Andy Asbjornsen, Finance Director, provided an overview of the Finance Department’s proposed
2026 budget and work plan. Council members discussed the department's proposed budget and
asked questions.
Maria Coltharp, Acting Executive Director of the Whatcom Museum, provided an overview of the
museum’s proposed 2026 budget and work plan. Council members discussed the department's
proposed budget and asked questions.
Forrest Longman, Deputy Administrator, highlighted a $200,000 increase for indigent defense in
the proposed 2026 non-departmental fund budget.
Council recessed at 1:41 p.m. and resumed further business in Council Chambers at 2:00 p.m.

Blake Lyon, Planning & Community Development Director, Chris Behee, Long Range Planning
Manager, Elizabeth Erickson, Senior Planner, Anya Gedrath, Planner, Sydney Prusak, Planner, and
Dylan Casper, Transportation Planner, presented on Chapters 1-6 (Land Use, Housing, Community
Design, Facilities and Services, Transportation, Parks and Recreation) of the Bellingham
Comprehensive Plan. Council Members discussed the plan, provided feedback, and asked
questions.

Work Session) and Council Chambers (The Bellingham Plan Presentation), both located on the second floor of
City Hall, 210 Lottie Street, Bellingham, WA. Council meetings are streamed live via the City’s website at
cob.org/meetings and on the City’s YouTube channel at https://cob.org/btv. Meetings are also broadcast in
high definition on BTV on Comcast channel 321, and in standard definition on Comcast channel 10.
