"Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Jace Cotton, At-Large Executive Session Council adjourned into Executive Session at 1:00 p.m. until 1:30 p.m. to discuss one item. 1. Potential Litigation (Philips, approx. 20 min.) ITEM ADDED 10/23/2025 Staff provided information on a potential litigation matter. For information and discussion. No action taken. Council resumed regular business at 1:51 p.m. Committee Of The Whole Hollie Huthman, Chair Hannah Stone, Daniel Hammill, Edwin H. "Skip" Williams, Lisa Anderson, Michael Lilliquist, Jace Cotton 24707 1. Closed Record Hearing to Consider an Ordinance Relating to the Vacation of a p. 3 Portion of an Unimproved Alley Generally Located Between Iowa and Kentucky Streets and Pacific and Racine Streets in Bellingham, Washington Alan Marriner, City Attorney, and Steve Sundin, Senior Planner, presented the street vacation ordinance, which vacates a portion of an alley between Iowa and Kentucky Streets. Council Members discussed the ordinance and asked questions. City Council Special Meeting Minutes Page 1 October 27, 2025 Daniel Hammill / Michael Lilliquist moved to approve the street vacation and moved for first and second reading. MOTION CARRIED 7-0. 24708 2. Closed Record Hearing to Consider an Ordinance Relating to the Vacation of the p. 26 Western One-Half of Iron Street Abutting Rock Hill Park Between Potter Street and Interstate-5 in Bellingham, Washington Alan Marriner, City Attorney, and Steve Sundin, Senior Planner, presented the street vacation ordinance, which vacates the western one-half of Iron Street abutting Rock HIll Park in the York neighborhood. Council Members discussed the ordinance and asked questions. Note: The exhibit shown during the meeting incorrectly named Big Rock Park instead of Rock Hill Park and Exhibit B with the ordinance reflects the accurate parcel placement. Daniel Hammill / Lisa Anderson moved to approve the street vacation and moved for first and second reading. MOTION CARRIED 7-0. 24709 3. Closed Record Hearing to Consider an Ordinance Relating to the Vacation of Burns p. 51 Street Generally Located Between the East Line of Woburn Street and the West line of St. Clair Street in the City of Bellingham, Washington Alan Marriner, City Attorney, and Steve Sundin, Senior Planner, presented the street vacation ordinance, which vacates a portion of Burns Street betwen Woburn and St. Clair Streets within the Barkley Urban Village. Council Members discussed the ordinance and asked questions. Daniel Hammill / Edwin H. "Skip" Williams moved to approve the street vacation request and moved for first and second reading. MOTION CARRIED 7-0. Council recessed at 2:04 p.m. and resumed further business in the Mayor's Boardroom at 2:17 p.m. 24706 4. Budget Work Session p. 78 Nicole Oliver, Parks & Recreation Director, provided an overview of the department's proposed 2026 budget and work plan. Council members discussed the department's proposed budget and asked questions. Blake Lyon, Planning & Community Development Director, provided an overview of the department's proposed 2026 budget and work plan.
