Community Development Advisory Board Minutes City of Bellingham, Washington Thursday 6:00 PM September 19, 2024 Mayor's Boardroom Video Recorded https://meetings.cob.org -Call to Order The Community Development Advisory Board meeting was called to order by the Chair at 6:00 PM. 1. Introductions Present: Karin Jones (Chair), Andrew Calkins, Aran Clauson, Ben Spicer, Jake Hawes, Jasmine Fast, Josh Sanders, Katherine Freimund, Matt Unger, Ryan Wood and Shannon Laws Jace Cotton (Council Representative) Absent: Deidra Prado City Staff: Samya Lutz, Kathleen Morton and Heather Aven 2. Approval of minutes from previous meeting Minutes from August 2024 were approved by general consensus 3. Link to Meeting Video Click here to view the meeting Public Comment Period During this time, citizens may take up to three (3) minutes to address the members about any topic not on the agenda. Citizens wishing to speak during this time will be recognized by the Chair for comment. Agenda Items Public Hearing 1. CAPER PUBLIC HEARING p. 5 Kathleen Morton briefly explained what the Consolidated Annual Performance and Evaluation Report (CAPER) is and shared some of the HUD Requirements. She reviewed what is included in the report that gets made available to the public, as well as some of the specific content in more detail. There was general consensus that the document was ready to be forwarded to Council for consideration. A few suggestions from the Board included: • Including an executive summary in the public facing report • Sharing the metrics that were used to derive some of the information Work Session 1. Administration & Financial Plan Discussion p. 42 Samya Lutz explained the proposed amendments to the existing A&F Plan. She provided an overview of the different budgets contained in the plan. There was some concern expressed over the proposed decrease in the administration budget line from 6% to 5%. It was also suggested that footnotes be added to those budget items that could benefit from additional explanation. Presentation 1. Review work of funded agencies p. 90 Kathleen Morton reviewed the different funded agencies and shared the goals from the Consolidated Plan that they would have been striving to meet. She explained which agency contributed to providing Housing Services, Basic Needs or Safe Shelter. She also shared the next steps the members can expect in the upcoming months related to the NOFA process. There was a brief conversation about past NOFA practices and staff encouraged the members to be thinking about how they would like to see it done this round. Other Business 1. Staff Updates • Sign up for Housing Week events: Whatcom Housing Week 2024 – Whatcom Housing Alliance • YWCA purchase of property for shelter with families / young children • Way Station Ribbon Cutting – October 8th / 4:30-6:30 2.
