Community Development Advisory Board Minutes City of Bellingham, Washington Thursday 6:00 PM April 10, 2025 Mayor's Boardroom Video Recorded https://meetings.cob.org Call to Order The Community Development Advisory Board meeting was called to order by the Chair at 6:00 PM. 1. Introductions Present: Karin Jones (Chair), Andrew Calkins, Ben Spicer, Deidra Prado, Katherine Freimund, Matt Unger, Ryan Wood, and Shannon Laws Absent: Jasmine Fast and Jace Cotton (Council Representative) City Staff: Samya Lutz and Kathleen Morton 2. Approval of minutes from previous meeting March minutes were approved by general consensus 3. Citizens wishing to speak during this time will be recognized by the Chair for comment. Agenda Items . 2025 Housing, Human & Social Service Application Recommendations p. 6 Kathleen and Samya provided an overview of the draft 2025 Action Plan including: • Planning/Strategic documents that help to inform the plan • Action Plan allocations for Housing Programs within Community Development Division • Rental Assistance and Supportive Services uses/sources • Staff Recommendation of Funding for Competitive Requests • Full Action Plan Recommendation for Housing Programs within Community Development Division There was general consensus to approve the staff recommendation for the HUD Action Plan without changes.  . 2025 HUD Action Plan Recommendation p. 8 The members brought forward a number of questions about the HUD action plan such as if this years action plan would be pulling from future funding as proposed in the last meeting in order to increase funding this year and give grantees an opportunity to plan for reductions for unsustainable funds for the following year. Questions were also brought forward as to funding for one of the applications, The Way Station. Other Business . Staff Updates • The Mayor’s office has approved recommended CDAB member applications for Nina Rommelmann, Lola Thompson, Matthew Main. Applicants will be notified shortly of their appointment on April 28th. • April is Fair Housing Month—Please share the tenant focused Fair Housing Informational Session on April 21st from 1:30-3:30pm at the public library. • City of Bellingham is hiring for a number of positions, please check our website and share with your networks .
