Call to Order Roll Call Present: Committee Chair Hannah Stone, First Ward Committee Member Daniel Hammill, Third Ward Committee Member Pinky Vargas, Fourth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Climate Action Hannah Stone, Chair Daniel Hammill, Pinky Vargas 22616 1. Climate Policy Approval Process, First Filter #2 Report p. 3 Seth Vidana, Climate and Energy Manager, provided an overview of the Climate Policy Approval Process of the First Filter #2 Report. He started with a history of Council's request for action that began in January 9, 2020. Staff was asked to define a process to evaluate recommendations from the Climate Action Task Force and examine which recommendations should be adopted. In April, the Council approved the Climate Policy Approval Process, created to vet items contained in the Climate Action Plan. There were ten items identified as top priorities and approved for further action on June 8, 2020. Analysis on these items was performed and brought forward to committee for discussion and Council's consideration. Recommendations will be brought forth at the Climate Action Committee Minutes Page 1 September 14, 2020  October 26, 2020 meeting for the Council to adopt into the Climate Action Plan. Upon adoption, the staff will then work on an implementation plan and program creation. Five items have policy recommendations. They are the City of Bellingham Carbon Fund, Bellingham Clean Energy Fund, Encourage Statewide Ban on Internal Combustion Engines (ICE), Promote Electric and Hybrid Vehicles, and Support Property Assessed Clean Energy Financing (PACE). Council Members asked questions. Council Member Stone asked about the public review process. Renee LaCroix, Assistant Public Works Director, explained that these policies have a docketing process. The recommendations will be discussed, and an implementation and a work plan will begin on things that are recommended. Council Member Stone asked when the recommendations are part of the public process? She is concerned about the public being accessible to the recommendations.
