Call to Order Roll Call Present: Committee Chair Hannah Stone, First Ward Committee Member Daniel Hammill, Third Ward Committee Member Pinky Vargas, Fourth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Climate Action Hannah Stone, Chair Daniel Hammill, Pinky Vargas 22505 1. Amending the Climate Protection Action Plan p. 3 Staff presented the results of Filter 2, the Triple Bottom Line Plus (TBL+) Analysis and recommended ten additional measures be advanced for inclusion in the 2018 adopted Climate Action Plan. Council Member Vargas recommended that there be two changes in the “ten measured points” section. In no. 2, Electrify New Buildings, after Bellingham, add "while supporting a just transition with labor and our utility on electric capacity." Climate Action Committee Minutes Page 1 November 23, 2020  Mayor asked about the what she means on electric capacity. Pinky Vargas explained that we recognize and consider our utility partner’s capacity at the current time. She explained that the points in the ordinance are the most read. It is most effective to add the points in the statements where they are clearly identified rather than in the “Whereas” portions of the ordinance. Council Member Stone asked if the ordinance could be changed to "our utility on any utility?" Council Member Vargas, suggested to add to no. 5 after PSE, “upon approval with the UTC.” Eric Johnston, Public Works Director, asked if this would encourage a partnership with PSE to work with the UTC and not wait for PSE to gain approval from the UTC. Michael Lilliquist wants to add "Community wide green direct and partnership with utility partner." Being too specific of both PSE & UTC is problematic and would like to make the ordinance language the broadest possible. Pinky Vargas amended her suggestion, to add after the word, "PSE" add "and the UTC." Eric Johnston made suggestions: 2. Electrify New Buildings This policy allows for development of an implementation plan for requiring the electrification of all new buildings built in Bellingham, while supporting a just transition with labor and our utility on electric capacity. 5. Evaluate Community Wide Renewable Energy Programs This policy allows for further discussions to develop new partnerships to provide low carbon renewable electricity for all Bellingham residents. Pinky Vargas moved to incorporate the language amendments in points 2 & 5. MOTION CARRIED 3-0. Adjournment There being no further business, the meeting adjourned at 2:05 PM.
