Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.

evening prior to deliberation and formal vote in the order shown below:

Seth Vidaña, Climate Energy Manager, provided a presentation summarizing
the 2021 Climate Implementation Plan accomplishments and the Climate
Implementation Plan for 2022. The 2022 Climate Implementation Plan outlines
initiatives from the Climate Action Plan that staff from all departments will
focus on in 2022.

Energy Workforce
Labor leaders, Karl DeJong and Trevor Smith, provided a presentation on
proposals for climate change legislation and mandatory electrification of the
City.
Michael Lilliquist moved that the Administration and City Legal Staff review the
range and possibilities, and constraints on the City's legal authority to impose
either goals or requirements for City funded projects, or mandates on projects
that are paid for privately in the four areas outlined in the attached memo
(apprenticeship requirements, displaced worker goals, local worker
requirements, and prevailing wage requirements).
MOTION CARRIED 3-0.
