Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

Mayor Linville introduced the safe spaces recommendations that were brought
forth from staff. Listed in the agenda packet memo were items that included:
A pilot program with the WDRC where they were to be an "accessible, neutral,
effective complaint service" as recognized in their report (p 23, first
recommendation) and they would provide training for staff.
Also administration would like to focus on better recruitment strategies for the
twenty four City Boards and Commissions. We currently have eighteen
vacancies. Need to continue to work with the Department Head team on a

variety of services the City provides, and our commitment to providing those to
the highest degree as well as continue the "open door" practice.
Funding will be introduced for this new program beginning with the new budget
review in October of 2018.
