City of Bellingham Justice Committee Minutes August 20, 2018, 1:50 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members April Barker Chair www.cob.org/council Pinky Vargas, Hannah Stone All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Present: Committee Chair April Barker, First Ward Committee Member Pinky Vargas, Fourth Ward Committee Member Dan Hammill, Third Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Justice April Barker, Chair Pinky Vargas; Daniel Hammill 22012 1. Recommendations in Response to the Safe Spaces Report p. 3 Mayor Linville introduced the safe spaces recommendations that were brought forth from staff. Listed in the agenda packet memo were items that included: A pilot program with the WDRC where they were to be an "accessible, neutral, effective complaint service" as recognized in their report (p 23, first recommendation) and they would provide training for staff. Also administration would like to focus on better recruitment strategies for the twenty four City Boards and Commissions. We currently have eighteen vacancies. Need to continue to work with the Department Head team on a Justice Committee Minutes Page 1 August 20, 2018 variety of services the City provides, and our commitment to providing those to the highest degree as well as continue the "open door" practice. Funding will be introduced for this new program beginning with the new budget review in October of 2018.
