City of Bellingham Planning and Community Development Committee Minutes February 25, 2019, 11:00 AM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members April Barker, Chair www.cob.org/council Terry Bornemann, Michael Lilliquist All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Planning and Community Development April Barker, Chair Terry Bornemann, Michael Lilliquist 22223 1. Planning and Community Development Committee Work Session on p. 3 2019 Priorities Councilmember April Barker introduced the work session and outlined the discussion items in her memo to Council. The Committee had a discussion regarding their 2019 priorities.Planning Director Rick Sepler spoke about the Planning Department's work plan in relation to the items listed during the discussion. Information Only 22124 2. Discussion of Potential New Policies Related to Food Access and p. 5 Approaches to Limiting Restrictive Covenants Councilmember April Barker introduced the item. Senior Planner Lisa Pool presented the discussion on potential new policies related to food access. The Planning and Community Development Committee Minutes Page 1 February 25, 2019 second part of the discussion included no compete clauses and City Attorney Peter Ruffatto provided examples and observations surrounding this issue. Michael Lilliquist moved to request the administration to develop an outline of a potential ordinance including these three points: 1. narrow in scope to food and food access. 2. outlining the negative impacts in the commmunity and the needs for such an ordinance 3. focuses on injunctive relief.
