Call to Order Roll Call Council Standing Committee Meetings Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Planning and Community Development April Barker, Chair Terry Bornemann, Michael Lilliquist 22256 1. Discussion of Potential Ordinance Regarding Restrictive Covenants p. 3 Related to Grocery Stores City Attorney Peter Ruffatto presented the item. He requested a recommendation from committee moving forward. Planning Director Rick Sepler was present to answer questions. Committee asked questions and had a discussion following the presentation. Michael Lilliquist moved to direct staff to proceed with the type 6 process to develop an ordinance that prohibits restrictive covenants except when those restrictive covenants are both short in duration and limited in distance, and to have the ordinance look at allowing restrictive covenants in a single managed entity so long as that restriction does not outlast the use that is being protected, and that staff bring back a draft ordinance as a check in before it proceeds through the type 6 process to the Planning Commission. An Ordinance Amending the Samish Way Urban Village (SWUV) p. 7 Subarea Plan and Corresponding Development Regulations Senior Planner Darby Cowles presented the ordinance. Terry Bornemann moved to change the example picture for the future possibility for onstreet parking and to improve the language to prioritize bicycles and safety of bicycles. MOTION CARRIED 3-0. Michael Lilliquist moved to amend the Permit Uses Table 20.37.120 on page 202 of the City Council packet to not permit A, B, C, E, and F in the commercial core for the Samish Way Urban Village Plan and to add updating the other Urban Village Plans to the running list of Planning tasks. Michael Lilliquist ammended his motion to also remove other single-family types and low density detached types from the commercial core. MOTION CARRIED 3-0. Michael Lilliquist moved to raise the threshold for energy efficiency standards to achieve a 1.0 FAR bonus. MOTION CARRIED 3-0. Terry Bornemann moved to recommend approval of the ordinance with the three ammendments that were proposed and approved in committee. MOTION CARRIED 3-0. Adjournment Committee adjourned at 12:11 PM.
