City of Bellingham Planning and Community Development Committee Minutes July 1, 2019, 1:10 PM Mayor Kelli Linville Contact: (360) 778-8200, ccmail@cob.org Council Members April Barker, Chair www.cob.org/council Terry Bornemann, Michael Lilliquist All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Planning and Community Development April Barker, Chair Terry Bornemann, Michael Lilliquist 22324 1. Follow-up Discussion Regarding the University of Washington (UW) p. 3 Graduate Research Team's Assessment in the City's Eastern Urban Growth Areas Planning and Community Development Director Rick Sepler presented the discussion. Assistant Planning and Community Development Director Greg Aucutt presented the findings and recommendations of the student report and the staff recommendation and next steps for the City. Council asked questions and had a discussion following the presentation. Information only. 22293 2. An Ordinance Amending the Samish Way Urban Village (SWUV) p. 37 Subarea Plan and Corresponding Development Regulations Planning and Community Development Director Rick Sepler presented the amendments to the Samish Way Urban Village Plan and Corresponding Planning and Community Development Committee Minutes Page 1 July 1, 2019 Development Regulations. Council asked questions and had a discussion following the presentation. Michael Lilliquist moved to change #1B on page 88 to read safety for people walking or on bicycles should be a priority and should be maintained or enhanced should this future retrofit occurs. MOTION CARRIED 3-0. April Barker moved to change page 126 for the new second bullet to read “If parking demand and commercial activity warrants over time, add on- street metered parking to one side of Samish Way, provided safety for people walking or on bicycles should be a priority and should be maintained or enhanced should this future retrofit occur. Install parking meters in this area, utilizing revenue to form a Parking Benefit District for maintenance and improvements. MOTION CARRIED 3-0. Terry Bornemann moved to recommend approval of these changes to be reflected in the ordinance. MOTION CARRIED 3-0. 22039 3. Housing/Equity Assessment - Update p. 132 Planning and Community Development Director Rick Sepler introduced the update. Development Specialist Kate Bartholomew presented the update. Planning Director Rick Sepler spoke about housing costs. Council asked questions and had a discussion following the presentation. Information only.
